對라오스 교육개발협력정책의 비교 분석

국문 초록

본 논문은 라오스에 대한 3개국(일본, 호주, 한국)의 교육개발협력정책을 비교 분석하여 우리나라의 교육 ODA 사업 추진방식 개선에 필요한 시사점을 도출하는 데 그 목적을 두었다. 연구대상으로 라오스를 정한 이유는 낮은 교육개발 수준이 국가사회발전을 저해하고 있으며, 교육부문이 중점협력분야로서 포함된「라오스 국가협력전략 2013-15」가 현재 시행중이어서 적시성을 가지고 연구를 할 수 있기 때문이다. 라오스의 현지 면담자료(2014년 7월) 및 기타 자료를 분석한 결과, 3개국 모두 교육이 라오스 경제성장과 사회발전의 핵심동인이라는 전제하에 중점적으로 지원하는 공통점이 있으나, 국가개발협력의 방향과 경험에 따라 추진전략 면에서 차이가 있었다. 호주와 일본은 오래전부터 라오스 정부와 협력하여 ODA 사업을 실시하고 교육 자문관 파견을 통해 교육개발협력의 현지화를 추구하고 있었다. 반면에, 우리나라의 경우 라오스에 대한 개발협력을 2000년 초부터 추진하여 역사가 짧은 편이고, 국가 차원의 개발협력계획 없이 양국 간의 정상회담 등을 근거로 교육 ODA 사업이 단편적으로 추진되어 왔다. 그리고 라오스에 KOICA 사무소가 있기는 하지만 잦은 담당자 교체로 인해 현지 네트워크가 구축되지 못하고 있었다. 이러한 점에서 우리나라는 교육개발협력면에서 아직도 초보단계에 있다고 할 수 있으며, 따라서 일본과 호주 사례의 벤치마킹을 하여 추진방식을 혁신할 필요가 있다.

영문 초록

This study aims to conduct a comparative analysis of educational development and cooperation strategies in Laos, focusing on those of Australia, Japan, and Korea. Laos was chosen for the study since it has been a major recipient of Korea in recent three years, and its education sector is considered to be the main obstacle of social and economic development. The results showed Australia, Japan, and Korea have supported the human resources development with different educational development and cooperation strategies based on each country’s own experiences. Japan has fostered the capacity of science and mathematics teachers in basic education sector. Australia has focused on expanding the education opportunities for women, disabled, and minorities in remote areas. However, Korea has provided education ODA to Laos fragmentarily based on the diplomatic outputs such as summit meetings. As the Korean educational development and cooperation to Laos has focused on short-term projects such as constructing vocational training institutes, the effects of these development programs have been limited. The differences between Korea and Australia and Japan indicate that Korea is still at the early stage as a donor. These results suggest that Korea can improve educational ODA strategies by benchmarking other OECD/DAC member countries.
