일본 고등교육 프로그램 평가인증제도의 운영분석 및 시사점

국문 초록

본 연구는 일본 고등교육 프로그램 평가를 중심으로 그 현황과 특징 분석을 목적으로 하며 본 연구를 통해 얻어진 결론은 다음과 같다. 첫째, 평가는 각 프로그램별 ‘자기점검 평가’와 인증평가기관에 의한 ‘제3자 평가’로 나누어진다. 둘째, 일본의 인증평가기관으로는 JUAA, NIAD-UE, JIHEE 등이 대표적이지만, 다양한 프로그램을 위한 특화된 인증평가기관들이 있다. 셋째, 대학의 프로그램에 대한 인증평가는 이공계 및 의료계를 중심으로 시행된다. 넷째, 평가의 주요관점이 교육활동에 들어가는 자원 중심의 평가에서 교육성과 중심의 품질 평가로 전환되고 있다. 다섯째, 인증 평가기관에서는 자기점검평가 실무자 연수를 지원하여 보다 전문성 있는 자기평가가 될 수 있도록 지원하고 있다. 여섯째, 각 대학은 평가시기를 선택할 수 있으며, 통상 평가 신청에서 공표까지 약 2년 정도가 소요된다.

영문 초록

This study aims to analyze the status and features focusing on Japanese higher education program evaluation. Conclusions obtained from this study are as follows. First, the basic process of evaluation is being conducted in two stages called ‘self-assessment and evaluation’ and ‘accreditation by a third party rating agencies’. Second, as a third party accreditation agency representative of higher education accreditation system in Japan such as JUAA, NIAD-UE and JIHEE etc. Besides that, there are a number of agencies for various programs certified. Third, except for the program accreditation of professional graduate programs at the undergraduate level, accreditation of higher education programs are being executed mostly in Engineering and the medical profession. Forth, nowadays, the main aspect of the assessment has been changed from evaluate resources (curriculum, faculty, facilities) to evaluate the effectiveness and quality of educational outcomes activities. Fifth, the accreditation agency helping programs to get more professional self-assessment with providing training for practitioners. Sixth, each programs may select the time to receive the assessment. In general, it takes about two years until they get the final assessment after issuing application.
