공무원총정원제하에서의 경찰인력의 효율적 운용방안

국문 초록

정부인력의 효율적인 관리를 도모하기 위하여 일부 공무원을 제외한 행정부 국가공무원의 총수를 273,982인(1998년 12월 31일 현재)으로 규정한 국가공무원총정원령(1998년 12월 31일 대통령령 제15995호)이 제정ㆍ시행됨으로써 공무원총정원제가 도입되었다. 공무원총정원제의 도입에 따라 국가 일반직공무원의 감축이 없이는 경찰인력의 증가도 어렵게 되었다. 이에 따라 경찰인력의 효율적 운용을 위한 전제조건 및 몇 가지 운용방안을 모색해 보았다. 우선적으로 경찰인력의 효율적 운용을 위해서는 현재와 같은 기구 통ㆍ폐합에 따른 단순한 직제의 통합이 아니라 경찰의 조직ㆍ사무ㆍ인력을 고려한 구조조정이 이루어져야 한다. 또한 경찰청 및 지방경찰청은 기획ㆍ조정ㆍ평가기능 위주로 강화하고, 집행기능은 일선경찰서로 모두 이관하여야 한다. 아울러 치안여건을 고려한 경찰서의 통ㆍ폐합 및 직제의 개편이 필요하고, 파출소의 경우도 지역적 특성에 따른 개편이 도모되어야 한다.

영문 초록

To facilitate the effective management of government manpower, the Korean Government has introduced the Government Manpower Ceiling by enacting the Regulation(a Presidential Decree No. 15995, Dec. 31, 1998) to restrict the total number of national public service personnel of the executive to 273,982(Dec. 31. 1998). Given the implementation of the regulation, it is difficult to increase the number of police manpower without the curtailment in numbers of public manpower in other sectors. Thus, this paper seeks out the requisite conditions and presents several plans for the effective use of police manpower. First, the effective use of police manpower should be achieved through structural change with consideration given to organization, work, and human resources, not through mere office reorganization by integration or abolition currently practiced. Second, planning, coordination, and evaluation shall be emphasized as the principal functions of the Korean national police agency and the regional headquarters while the function of enforcement shall be transferred to local police departments in the first line. Furthermore, the condition of public peace should be considered when police departments are integrated or abolished, and in case of police box, community characteristics also be considered in reorganizing an office.
