국문 초록

지역사회 경찰활동을 지역사회의 범죄와 무질서문제를 경찰과 주민이 공동으로 해결하려는 목적으로 시민과의 관계를 개선함으로써 민ㆍ경 협력치안체제를 강화하고 이를 통하여 경찰활동의 한계성을 극복하며 지역사회의 협력을 이끌어 내기에 적합한 경찰의 구조를 만들어 내는 치안철학이라고 정의하고, 외국의 사례로서 미국, 일본, 호주, 싱가폴의 지역사회 경찰활동 사례를 검토하며, 한국의 지역사회 경찰활동의 현황분석을 통하여 문제점을 찾아내어 지역사회 경찰활동의 개선방안을 모색하였다. 그 개선방안으로 거시적 방안은 민ㆍ경 협력치안의 중요성 인식, 경찰과 지역사회의 동반자관계 정립, 경찰체제의 분권화로 제시하고, 미시적 방안으로는 파출소의 협력치안기능 강화, 자율방범활동의 체계적 육성, 1개경찰서 1개프로그램갖기 운동 전개, 범죄지도의 활용을 제시했다.

영문 초록

Community Policing is a new philosophy of policing, based on the concept that police officers and private citizens working together in creative ways can help solve contemporary community problems related to crime, fear of crime, social and physical disorder, and neighborhood conditions. The philosophy is predicated on the belief that achieving these goals requires that police departments develop a new relationship with citizens in the community, allowing them the power to set local police priorities and involving them in efforts to improve the overall quality of life in their neighborhoods. Improvement Alternatives of Community Policing in Korea are as follows: 1. Cognition of importance on the police officers and private citizens working together must be reinforced. 2. Partnership Relation of police and community must be established. 3. Police organization and operations must be decentralized. 4. Community participation and cooperation function of Police-box must be reinforced. 5. Citizen's voluntarily crime prevention activities must be nurtured. 6. One-Program campaign of one-police station must be built up. 7. Crime map must be utilized.

Abstract
