근거이론에 기초한 환경설계를 통한 범죄예방 표준화의 질적 연구

국문 초록

국내에서 「환경설계를 통한 범죄예방(CPTED)」은 점차 많은 정부기관, 연구소, 학자, 그리고 산업이 관심과 투자를 기울이기 시작한 분야라고 할 수 있다. 도시민들의 생활안전을 위협하는 위험(risk)의 한 형태로서의 ‘범죄와 반사회적 행위’에 대한 대응 기술과 논리의 하나로 제시되고 연구되기 시작한 CPTED는 이제 더 이상 이론과 철학적 논의에 그치지 않고 그러한 위험에 대한 보다 실질적이고 합리적인, 그리고 과학적인 관리 방법과 기술을 찾고자 하는 단계에 이르렀다. 특히 CPTED의 국제적인 표준화의 추세에 대응한 한국의 표준화의 방향과 발전전략을 근거이론(grounded theory)을 적용하여 CPTED의 이론적 배경과 선행연구 분석을 시작으로 각종 면접조사, 담론분석(discourse analysis) 등 질적 조사를 통해 수집된 자료의 추출과 구조화 그리고 이를 통한 재해석 과정을 통해 살펴보았다. 분석된 결과를 요약하면 유럽연합(EU)은 여러 가지 장애와 한계에도 불구하고 25개 회원국들에 공통적으로 적용될 수 있는 CPTED 유럽표준(EN)을 개발해 왔으며 용어의 정의, 기반규격 그리고 가이드라인규격이 순차적으로 도시에서의 범죄와 두려움 문제를 해결하기 위해 개발되어 왔다. 진행속도에 따라서는 국제표준(ISO)으로 채택될 가능성도 배제할 수 없으며 이런 경우 한국도 그러한 국제적 추세에 대응하기 위한 차원에서 CPTED의 표준화 작업이 정부차원에서 진행될 필요가 있다. 정부에서는 이러한 CPTED 한국표준화 사업을 2007년부터 시작했는데 적절한 표준화의 방향이 제시된 바가 없어 이 논문에서는 다양한 각도에서 그 모형을 설정하여, 제시하였다.

영문 초록

CPTED is a field in which more and more public agencies, academics and industry started to take an interest in South Korea. CPTED was initially studied as a technique and logic that responds to crime and anti-social behavior, a type of urban risk threatening the safety and security of citizens. But now it is in the stage of finding reasonable and practical solutions to those problems rather than just being left on theories and discourses. Particularly this study explores a proper direction of standardization and a developmental strategy of CPTED in South Korea by a grounded theory study which covers qualitative research methods, such as CPTED-related theories, a literature review, interviews, discourse analysis, and a series of coding process, conceptualization and interpretation of collected data from the survey. In summary, despite many difficulties and obstacles the EU has been developing CPTED-related standards in an European level, which are European standards (EN) on crime reduction by urban planning and building design, from fundamentals to design guidelines in order to reduce crime and fear of crime in urban areas in Europe. There is a probability of ISO standardization of those EU standards depending on the speed of the process and the South Korean government has to prepare for the international standardization in response to the international trend. In this context, the national CPTED standardization was started in 2007 and so this study tries to find a proper direction of standards of CPTED in South Korea.
