뉴테러리즘의 대응방안과 전략에 관한 연구

국문 초록

21세기 뉴테러리즘은 핵, 화학, 생물학, 방사능물질을 이용한 대규모 폭력성의 슈퍼테러리즘에서 사이버 공간을 이용한 사이버 테러리즘과 극단적 자살테러라는 새로운 유형을 보여주고 있다. 최소한의 도덕적 정당성마저도 포기하고 있다. 현 사회에서는 정보화ㆍ세계화시대의 흐름에서 테러, 사이버테러, 국내외적 범죄와 자연적, 인위적, 환경적 재난 재해 등으로 국가안보와 국민을 위협하는 새로운 위험들이 증가되고 있는 것이 현실이다. 뉴테러리즘은 국외적으로 발생되었지만, 국내적으로도 충분히 동시다발적으로 확산될 우려가 있다고 할 수 있겠다. 대응복구보다도 대비, 예방하는 차원에서 전략적으로 뉴테러리즘에 대한 대응방안에 대한 방향을 제시하고자 한다. 첫째, 뉴테러리즘의 대응에 대한 대국민 홍보, 교육, 인식변화가 필요하다. 대테러안전교육의 범위를 유아부터 노인까지 확대하여 적극적으로 예방, 대비의 중요성을 강조하고 대응복구에 대해서 적극참여하도록 시행하는 것이 바람직할 것이다. 둘째, 민간분야와 상호협력 증대방안을 모색해야한다. 국가주도형에서 민간분야로 상호 보완하는 체계가 확립되어야 한다. 전문자격증 및 교육훈련, 시설, 장비, 수집, 분석, 판단 등의 과학적 시스템에 대한 연구를 민간분야와 협력하여 연구되어져야 할 것이다. 셋째, 대테러 정보조직체계 확립화가 필요하다. 테러의 예방과 대응을 위해 모든 조치를 할 수 있도록 대 테러 전담 기구의 정치적 중립을 우선적으로 명시하는 방향으로 제도적 정비가 체계적으로 이루어져야 할 것이다. 끝으로 18대 국회에서 대테러 법안이 상정되어 입법화가 제정될 수 있도록 국가기관 및 시민단체, 기업, 학계 등 모든 기관에서 상호협력ㆍ이해하여 국익과 국민의 안전을 우선적으로 보장할 수 있는 위기관리 차원에서 대테러법이 제정될 수 있도록 노력해야 할 것이다.

영문 초록

The New Terrorism of 21st century shows us the cyber terrorism and ultimate suicide terrorism using the cyber space from the super terrorism of the large violence doing nucleus, chemistry, biology and radiation. They give up the least moral justice. In the flow of the informationㆍglobalization of the modern society, It is the reality that the new danger that threatens the national security and people such as terror, cyber terror, internal and external crime and natural, artificial and environmental disaster, ETC is increased. The New terrorism externally happened. but it is possible that it simultaneously expanded in the domestic. I try to suggest the direction about the strategic response against the new terrorism for prevention. First, We have to establish the definition of the terror. The definition of the terror of a country can be finally different from the others' according to the political, social, cultural difference of each countries. But We need to clearly modify the terror definition of our country by the type of action. Second, We need the systematize the area's expansion of the new terrorism field is expanded. The CEOs of the enterprises and the multi-facilities(Department stores, Hotels, Subways, communicationㆍbroadcasting facilities, cultural facilities and stadium) need to selfsystemize the law on the prevention of the terrors that happen in the basic multi-facilities. Third, We need to instruct and educate the people in the response against the new terrorism, and to make their awareness change. It will be desirable that the coverage of the security education against terrorism will be expanded from the infants and the old people, the importance of the prevention will be aggressively emphasized and the way of response and restoration will be conducted to make them actively participate it. Forth, We need to find the enlargement way of the mutual aid with the private fields. The system that the government leads will changed to the system that the private field will mutually complement the country. The study on the scientific system such as the special license, training, facilities, equipments, collections, analysis and judgement, ETC should be investigated by the government on cooperating with the private field. Fifth, The establishment of counter-terrorism system and the statute law counter-terrorism is needed. I think that the legal and systemic maintenance that the political neutrality of the whole responsibility organization is preferably described to take all the action for the prevention and response of the terror should be done.
