국문 초록

연구목적: 본 연구는 일본 환경산업의 정책전개와 변화를 분석하여 그 특징과 시사점을 도출하는 것을 목적으로 한다. 논의의 중심은 환경산업이 어떻게 경제성장 전략에 유입되었고, 활용되고 있는가를 분석하는 것이다. 이러한 분석은 일본경제의 구조적 문제를 해결하고 지속적 성장을 위해 환경산업이 어떻게 활용되고 있는지를 종합적으로 파악하기 위함이다. 논문구성/논리: 연구는 환경산업이 제도에 의해 규정된다는 점에서 제도적 관점에서 접근하여 일본 경제성장 전략에 어떻게 유입되었고 어떠한 역할을 하고 있는지에 초점을 맞추어 전개하였다. 환경문제가 경제성장 저해요인으로 인식되었던 것이 어떻게 성장전략의 중심산업으로 등장했고 산업전체에 어떠한 영향을 미치고 있는가의 분석을 통해 그 과정을 추적하고자 본 연구의 구성을 다음과 같이 설정하였다. Ⅰ장 서론에 이어 Ⅱ에서는 환경산업의 의의와 연구동향을 살펴보고, Ⅲ장에서는 2000년을 기점으로 환경산업 정책의 전개와 변화를 분석한 후, 그 성과와 시사점을 Ⅳ장에서 도출하고자 한다. 마지막 Ⅴ장은 결론부분으로 분석의 내용을 고찰하고 본 연구의 한계와 향후 과제를 설정한다. 결과: 일본은 공공재 성격의 환경문제를 해결하고 환경산업을 성장시키기 위해 1990년대 제도적 틀을 정비하였다. 제도적 정비와 함께 환경에 대한 소비자의 의식전환이 맞물리면서 환경산업이 급속히 성장하게 되었다. 성장의 중심에는 오염방지와 순환형 사회를 구축하기 위한 폐기물 산업이었지만, 3.11사태 이후 환경과 재생가능 에너지 관련분야로 이동하고 있다. 이러한 현상은 환경산업 성장에 의한 고용창출과 교토의정서의 내용을 실현하기 위한 두 가지 측면을 고려한 것으로 환경산업의 경쟁력 강화을 의도하는 것이라고 할 수 있다. 독창성/가치: 환경산업 정책변화의 계기는 2009년 미국발 그린 뉴딜정책이었다. 미국의 영향을 받아 일본은 경제성장 전략에 환경산업을 지속성장을 위한 동력산업으로 선정하면서 기존 오염방지 및 폐기물처리 산업에서 환경과 에너지 분야에 중점을 두게 되었다. 환경과 에너지 분야의 시장개척은 주요 선진국들도 적극적으로 기술개발에 투자를 진행시키고 있어 향후 시장경쟁이 치열하게 전개될 것으로 예상된다. 시장개척과 점유율을 확보하기 위해서는 제도설계 과정에서 현실상황을 정확히 인지하고, 이를 어느 정도 반영하는지에 따라 성패가 좌우될 것으로 사료된다.

영문 초록

Purpose: The purpose of the study is to analyze the change of the policy for environmental industry in Japan and to derive the implications. Composition/Logic: We analyze how the environmental industry has been integrated with the economic growth strategy. The analysis focuses on the period after 2009, when the Green New Deal policy in America had influenced on Japan's economic growth strategy. Findings: In 1990s, Japan had revised the policies to solve the problems arised in environment which was considered as public asset, and to support the growth of the environmental industry. Together with revision of relevant policies, consumers’ increasing awareness for environmental concern had accelerated the growth of environmental industry. While the waste industry to prevent pollutions and build a recycling society had lied on the core of the growth in the earlier stage, the major trend now moves onto renewable energy industry after 3.11 earthquake disaster. This trend can be considered as the two aspects of competitiveness in environmental industry, which are the increasing job opportunities by the growth of the environmental industry and the realization of the Kyoto Protocol. Originality/Value: Influenced by the Green New Dean policy of US, Japan had designated the environmental industry as motivating industry for the sustainable growth, focusing on the renewable energy industry. Since major advanced countries are also actively investing onto relevant technological development, fierce competition on the renewable energy industry market is expected. Therefore, how to recognize the current situation and reflecting such considerations into relevant policies is regareded as the critical success factor.
