전자무역 활용현황 분석과 발전방향에 관한 연구

국문 초록

연구목적: 본 연구는 전자무역의 활용현황을 분석함으로써 전자무역의 발전방향을 제시하는 것을 목적으로 하고 있다. 현재 우리나라의 전자무역은 전자무역촉진에 관한 법률에 의거 8종의 전자무역서류를 전자무역 기반시설을 통하여 사용하도록 의무화하고 있다. 이러한 서류의 활용정도를 측정하고 전자무역 사용기업과 이용자 현황을 분석하여 전자무역의 활용 수준을 파악하는 것은 연구 가치가 매우 높고 시의적절한 주제이다. 논문구성/논리: 본 논문은 총 5개장으로 구성되어 있으며 제1장은 서론으로서 연구의 배경과 연구목적을 기술하고 있으며 제2장은 전자무역에 관한 이론적 고찰로 최근에 연구된 전자무역 선행연구를 주제별로 분석하고 있다. 제3장은 전자무역 기반시설 구축현황과 우리나라의 전자무역 사용기업 규모 및 이용자 현황을 분석하고 우리나라의 전자무역 활용수준을 제시하였다. 제4장은 전자무역촉진에 관한 법률에서 지정하고 있는 8종의 전자화 의무서류에 대한 활용 현황을 분석하여 발전방향을 제시하고 제5장에 결론을 도출하였다. 결과: 전자무역서류의 활용현황을 2012년 기준으로 분석한 결과, 원산지증명서 발급업무가 100%로 가장 많은 이용률을 나타내고 있으며, 구매확인서 발급업무는 2010년 28%에 불과하던 것이 관련 법률의 개정으로 현재는 100%의 이용률을 보이고 있다. 그러나 나머지 서류업무의 경우 완전한 전자화가 이루어지고 있지는 않는 실정이다. 전자무역 기반시설인 uTradeHub를 통한 전자무역 업무는 전체건수 대비 2010년 50%, 2011년 59%, 2012년 58%로 이용률이 증가하다가 주춤한 상태를 보이고 있으며, 주로 대기업이 활용한 것으로 나타나고 있다. 이를 해결하기 위한 발전방향으로 법적 제도개선과 국내외 기관과 연계, 전자무역 연계서비스의 활성화, 정부의 예산지원 확대를 제시하였다. 독창성/가치: 기존의 논문들은 우리나라의 전자무역 발전을 위하여 활용측면에 대한 연구로 활성화와 저해요인 등의 개괄적인 내용을 다루고 있는 논문이 대부분이었지만 본 논문은 기존의 논문에서 다루지 않은 2010년부터 2013년도까지 최근 통계자료를 토대로 법률에서 강제하고 있는 8종의 전자문서에 대한 이용률을 분석하였다는 점에서 그 독창성이 있다. 그리고 그 문제점과 발전방향을 제시함으로써 정책적으로 활용 가능하다는 점에서 연구의 가치가 있다고 판단된다.

영문 초록

Purpose: The purpose of this paper is to suggest an improvement direction through the use state analysis of e-Trade. According to the e-Trade promotion law, we have to use e-Trade platform, utradehub, for exchanging eight trade documents. After measuring the extent of use of these documents and analysis of e-Trade service users situation, grasping of e-Trade use stance has very high research value and it deals with timely subject with respect to e-Trade service diffusion. Composition/Logic: This paper is composed of five chapters. Chapter Ⅰ as an introduction explains the background and purpose of this paper. Chapter Ⅱ analyzes the literatures on e-Trade classified research subject. Chapter Ⅲ suggests e-Trade use stance after analyzing e-Trade platform development and e-Trade users state. Chapter Ⅳ presents the improvement direction of e-Trade through the analysis of use situation of eight trade documents nominated by e-Trade promotion law. Lastly, chapter Ⅴ draws conclusion of this paper. Findings: The analysis result of e-Trade documents use state shows that the certificate of origin records at 100% which is the highest use rates and approval of purchase which was only 28% usagee rate in 2010 also registers at 100% use rate at the moment. However, the remaining documents designated by the law still are not digitalized. This paper finds that e-Trade task by uTradehub has somewhat increased compared with whole use number as follows: 58% in 2012, 59% in 2011 and 50% in 2010, but the rate goes slow. Moreover major companies are mainly using e-Trade service. Therefore this paper suggests legal improvement and connection with trade-related organization, invigoration of e-Trade link service, enlargement of governmental budget support. Originality/Value: The previous papers dealt with the general discussion on the improvement and hindrance factors of e-Trade for the development of e-Trade use, but this paper has the originality in that the use rate of eight documents designated by e-Trade promotion law is analyzed on the basis of statistical data from 2010 to 2013. The value of this paper is highly estimated in that the problems and its improvement direction of e-Trade service can be applied in policy making.
