제17대 대통령 후보자들의 치안정책 공약 비교 분석 및 평가

국문 초록

이 연구는 2007년 11월 26일까지 중앙선거관리위원회에 대통령후보 등록을 마친 12명의 대선 후보들의 치안정책 공약을 비교 분석하고 평가하는 것이다. 그런데 아쉽게도 각종 여론조사에서 상위를 차지하고 있는 한나라당의 이명박 후보, 대통합민주신당의 정동영 후보, 무소속의 이회창 후보 진영에서는 다른 정치적 쟁점들에 밀려 이렇다 할 치안정책공약을 제시하지 않고 있다. 따라서 이 연구에서는 2007년 12월 9일에 실시되는 제17대 대통령 선거에 즈음하여 역대 대통령 당선자의 주요 치안정책 공약 및 추진결과를 살펴보고, 이를 토대로 하여 제17대 대통령 후보자들이 제시하고 있는 치안정책 공약들을 비교 분석하고 평가함으로써 급증하는 치안수요에 효율적으로 대처하고 국민들에게 양질의 치안서비스를 제공하기 위하여 개선되어야 할 당면과제들을 다시한번 환기시키면서 차기 정부에서 실천해 나가야 할 정책방향을 제시하고자 한다. 이 연구의 수행을 위하여 각 당 대통령 후보자들의 협조자료, 대통령 후보자들과 소속 정당의 홈페이지 자료, 2007년 11월 24일 KBS 9시 뉴스 보도내용, 그리고 2007년 1월 1일부터 2007년 11월 26일까지의 언론보도와 기사검색을「한국언론재단」의 KINDS 검색을 통해 보완하였다. 그 결과 대통합민주신당의 정동영후보, 한나라당의 이명박 후보, 민주노동당의 권영길 후보, 민주당의 이인제 후보, 국민중심당의 심대평 후보, 창조한국당의 문국현 후보, 그리고 무소속의 이회창 후보 등 7명의 후보들이 치안정책공약을 제시하여 이들 공약의 범위 내에서 논의를 전개하였다. 제17대 대통령 후보자들의 치안정책 공약들을 비교 분석한 후 이를 평가한 결과 대부분의 대선 후보들은'검ㆍ경 수사권 조정'과'자치경찰제의 도입'을 제시하고 있다. 문제는 이러한 공약들이 역대 정부에서도 제대로 지켜지지 않았기 때문에 차기 정권에서도 다른 공약에 비해 우선순위에서 밀려날 확률이 높지 않을까 우려된다는 점이다. 그러나'검ㆍ경 수사권 조정'과'자치경찰제의 도입'을 비롯한 각종 치안정책 공약들을 반드시 관철되어야 하며, 이를 실현하기 위하여 경찰 지휘부를 비롯한 모든 경찰관이 온 힘을 기울여야 할 것이다. 또한 경찰지휘부에서도 앞으로는 경찰의 선진화를 위해서 시급히 실현해야 할 과제가 있으면 이를 적극적으로 발굴하여 대통령 후보자들에게 제시함으로써 치안정책 공약으로 삼을 수 있도록 전향적인 자세를 유지할 필요가 있다고 생각한다.

영문 초록

This study examines public security policies of 12 presidential candidates who have registered to the National Election Commission by November 26, 2007. However, top three candidates in the public opinion survey, the Grand National Party's Lee Myung-bak, the United New Democratic Party's Chung Dong-young and independent Lee Hoi-chang did not provide clear public security policies because of other political issues. Therefore, first, this study examines public security policies and their results from the previous president elects as the base of policy analysis. Comparative analysis of public security policies of the current presidential candidates would provide some answers for the imminent issues on public security policies. This study uses materials from candidates' election camp, each party's official home-page, and news material of KBS 9 O'clock News (Nov. 24 2007). In addition, this study complemented the research materials by using KINDS Search of Korean Press Foundation between January 1, 2007 and November 26, 2007. Considering all those materials, this study decided to include public security policies of 7 candidates, the United New Democratic Party's Chung Dong-young, the Grand National Party's Lee Myung-bak, the Democratic Labor Party's Kwon, Young-gil, the Democratic Party's Rhee, In-je, the People First Party's Shim Dae-pyung, the Creat Korea Party's Moon, Kook-hyun, and independent Lee Hoi-chang. This study found that most candidates included 'readjustment of investigative authority between prosecutor and police', and 'introduction of local police system'. However, these policies were included in the previous president elects and were never realized in the previous regimes. This study is worrying about that repetition from current candidates. Public security policies such as 'readjustment of investigative authority between prosecutor and police', and 'introduction of local police system' should be implemented in coming regime. For this, police administrators and officers have to concentrate their efforts and abilities into this matter. In addition, police leaders need to have more proactive attitudes toward presidential candidates if they have critical policy issues for the development of police organization.
