경찰조직의 ERP 도입 가능성에 대한 예비적 연구

국문 초록

우리 경찰은 끊임없는 노력과 쇄신에도 불구하고, 국민의 적극적인 신뢰를 얻지 못하고 있다. 이에 따라 변화의 수준을 넘어선 혁신 수준의 업무 변화를 요청받게 되었으며, 2003년 이후 강도 높은 혁신활동을 수행해 오고 있다. 이 일환으로 업무효율화를 위하여 경찰조직에 산재해 있는 업무 지식들을 한 곳에 축적·공유하고 전자결재 및 범죄정보시스템 등 타 시스템과 연계하는 등 업무시스템도 전 영역의 업무를 통합 관리하는 형태로 나아가고 있는 단계이다. 이러한 과정에서 기관통합 자원관리(ERP) 시스템 도입의 가능성을 분석하는 예비적인 연구로 본 연구를 수행하였다. ERP는 조직의 전 부문에 걸쳐 독립적으로 운영되던 개별 시스템 등을 하나로 통합하여 인적, 물적 자원의 활용도를 극대화하여 업무의 효율성을 높이는 혁신기법으로서 민간부문에서 도입을 시작하였으나, 그 효과를 인정받아 공기업은 물론 행정기관, 국외의 경찰기관에서도 도입하여 활용하고 있는 도구이다. 따라서 이러한 국내·외의 사례를 검토하여 우리 경찰에도 도입할 수 있는 가능성을 분석하였으며, 여러 부문별로 산재되어 있는 시스템을 통합적으로 운영·관리함으로써 행정업무의 효율화는 물론, 정보시스템의 유지비용이 감소되고, 각종 정보를 실시간으로 파악·분석함으로써 신속한 정책결정에 기여할 수 있다. 결국 절감된 비용과 유휴인력을 치안일선에 할애함으로써 국민에 대한 치안서비스 수준 향상에 기여할 것이다.

영문 초록

Despite the continuous effort and reform, the police is not gaining the trust of citizen. Therefore, we were requested to make innovative changes in performance beyond merely an ordinary level and since 2003 we have been carrying out innovative activities. In an effort to this, we are gathering work knowledges into one spot to increase work efficiency and management system is moving towards to integrated management linked with electronic payment, crime information system and etc. In this process, we have conducted a preliminary study analyzing if ERP system can be adopted. ERP is an innovative system that integrates independent systems that have been operated by the organization into one in order to maximize the utilization of materials and increase the work efficiency. It has been already adopted by the private sectors and its effectiveness has been proved. Now it is a tool utilized by public enterprises and the police in overseas. Thus, by reviewing the similar cases in Korea and overseas, we have analyzed if this system can be adopted by the police in Korea. This system allows integrated operation and management by gathering the scattered systems at each sectors and by adopting this system, we can expect the increase in work efficiency as well as decrease in management cost of information system. By understanding and analyzing various information in realtime, it can contribute to prompt decision making process with policy. Consequently, with reduced cost and by sparing manpower to the maintenance of public order, it will contribute to the public peace service for the citizen.
