국문 초록

이 연구에서는 앰버 경보에 대한 전반적 소개와 함께 운영 과정에서의 주요 쟁점들을 고찰함으로써 향후 우리나라에서의 앰버 경보 운영의 합리화를 도모하기 위한 방안들을 모색하고자 하였다. 앰버 경보는 어린이 유괴에 대한 정보를 방송사와 교통당국 등을 통해 즉각적으로 일반시민들에게 전파함으로써 지역사회 전체가 피해 어린이의 수색과 안전한 귀가를 위해 조력할 수 있도록 하는 프로그램으로, 피해 예방 강조, 가시적 성과, 지역사회 및 유관기관들과의 협력체계 증진 등을 통해 그 정당성을 확보하고 있다. 하지만 다양한 쟁점들이 앰버 경보의 이론 및 운영에 영향을 미칠 수 있다는 사실 또한 지적되고 있다. 이와 같은 쟁점들을 통해 우리나라 앰버경보의 운영 실태를 분석한 결과 다음과 같은 문제점들이 발견되었다. 우선, 앰버 경보 도입 과정에서 비용·효과에 대한 합리적 분석이 요구되나 우리의 경우 부정확한 실태 분석과 긍정적 효과 중심의 논의만이 있었음을 확인할 수 있었다. 향후 지속적인 연구 노력이 필요한 부분이다. 둘째, 앰버 경보 발령기준 및 내용물에 대한 구체적이고 명시적인 기준이 불명확하며, 경보 발령과정에서의 신속한 조기 대응체제 구축 또한 용이하지 않음을 알 수 있었다. 셋째, 경보 관련 용어들이 혼재되어 있으며, 관계 기관들의 적극적 협조 또한 미흡하며, 일반 시민과 조직 구성원들을 대상으로 한 홍보 부족의 문제 등이 발견되었다. 마지막으로, 앰버 경보 관련 연구 활동 및 기술 향상에 대한 적극적 지원과 앰버 경보 평가 체제 구축이 필요함을 알 수 있었다. 이상에서 제시된 문제점들에 대하여 본 연구에서는 그에 따른 운영 개선 방안들을 제시함과 동시에 실종아동 전문 경찰관 양성을 위한 투자 확대를 주문하고 있다.

영문 초록

This study outlines the concept and history of the Amber Alert, as well as the advantages and challenges experienced by the agencies involved in USA. A review of the Amber Alert would provide us who model after such program with some tips for efficient operation. Amber Alert is a program in which broadcasters and transportation authorities immediately distribute information about recent child abductions to the public, enabling the entire community to assist in the search for and safe recovery of the child. Some benefits can be enumerated；the focus on prevention, the enhanced ability to save the lives of missing children, the promotion of collaboration within and among communities and agencies. But at the same time, many issues can affect the theoretical basis and operation for the Amber Alert. Applying four criteria adopted from theoretical research, the Amber Alert which has been in effect since April 2007 in Korea was analyzed and some problems could be found out. First, the Amber Alert system in Korea was not designed with calm deliberation. Rather it was implemented amid a state of panic and took little account of required costs. Second, the criteria for activation and the content of message of an Amber Alert is not clear. Moreover, the procedures for determining the activation of an Amber Alert hinder rapid early response. Third, the term Amber Alert is divided into two terms(Missing Alert, Abduction Alert), so could confuse many people. Collaboration among agencies concerned and PR with and within organizations lack. Forth, there has been little effort to evaluate the effectiveness of Amber Alert and to institute a reasonable appraisal system. In this study, some tips for the efficient operation of the Amber Alert are suggested. Above all, more research is needed to provide information that will improve the implementation and operation of Amber Alert. And more money should be designated to the development of technology and the training and education of specialized officers associated with Amber Alert.
