자기계발향상과정 교육만족도가 징계의 조절효과에 의해 업무능력향상에 미치는 영향

국문 초록

경찰의 부정부패행위는 경찰에 대한 국민신뢰도에 영향을 주고, 이렇게 영향을 받은 경찰신뢰도는 경찰활동에 있어서 시민을 대상으로 공권력을 행사하는데 큰 저항세력이 되어, 결국 경찰활동에 큰 방해가 요인이 되고 있다. 결국 경찰의 부정ㆍ부패행위는 스스로 자기 발등을 찍는 상황이 되고 마는 것이다. 특히, 우리나라 경찰은 일제시대의 잔재를 그대로 계수하여 시민들의 신뢰를 얻지 못하였으며, 1950년대에는 자유당의 시녀, 1960년대부터 1990년대까지 군사정권의 하수인, 1990년대에는 부정부패의 대명사로서 좋지 않은 이미지만을 시민들에게 각인시켰다. 2000년대 들어와서도 미디어의 발달로 인해 경찰은 풍자의 대상이 되는 등 경찰의 대국민 신뢰도는 매우 좋지 않은 편이다. 이러한 문제를 해결하기 위한 방안으로 고안된 '자기계발향상과정'은 징계대상 경찰관에게 인성교육 등을 통해 갱생의 기회를 부여함과 동시에 경찰조직 내 건전한 긴장감을 조성하는 등 특별 및 일반예방 효과를 보여주었다. 그러나 '자기계발향상과정의 효과성'에 대해서는 객관적으로 확인되지 않았기 때문에 이를 확인하기 위하여 교육만족도가 업무능력향상에 미치는 영향을 살펴보고자 하였다. 특히, 징계결과를 조절변수로 사용하여 살펴본 결과, 교육만족도 중 직무교육 만족도가 업무능력향상에 유의미한 영향을 미치는 것으로 나타났다. 그리고 교육에 대한 만족도 중에서 교육체계 만족도와 소양교육 만족도가 업무능력향상에 미치는 영향에 대해 징계가 업무능력향상에 조절효과가 있는것으로 나타났다. 이러한 연구결과를 바탕으로 징계제도에 대한 문제점을 지적하고 '자기계발향상과정'의 강화방안을 제안해 보았다.

영문 초록

Police corruption influences national confidence in the police and a lack of confidence in the police creates obstacles for proper police operations. Eventually, police corruption results in a situation where police end up hurting their own interests. Specifically, the public have little confidence in the police. The reason is due vestiges of Japanese imperialism remaining in the police community. Besides, in the 1950s, they were handmaidens of the Liberal Party, from 1960s to 1990s they were merely a puppet for the military regime, and in 1990s they were thought to be the epitome of corruption. By the year 2000, as the mass media developed rapidly, police became targets for satire. One reason for the criticism: police have a serious credibility problem. Increased police efforts to reform their own organization was mentioned as a way to solve the credibility problem. Self-development courses, which instill police discipline and target opportunities to rehabilitate the image of the police, are being used to reform the police. Therefore, it's an effective measure to help solve the problem. This thesis presents an analysis of the effect of the degree of educational satisfaction with regard to professional development to confirm if self-development courses are effective objectively. Especially, the more disciplinary measures toughen, the less police are satisfied with education. Therefore, we may assume that the higher the degree of educational satisfaction, the higher the level of professional development, according to the study. The study shows how course for self-development can be strengthened and points out the flaws in police discipline.
