북한의 사이버 테러리즘에 관한 연구

국문 초록

2009년 미국과 한국을 대상으로 동시다발적으로 발생한 '분산 서비스 거부' (DDoS)공격의 배후로 북한이 지목됨을 계기로 북한에 의한 테러리즘 가능성이 대두되고 있는 상황이다. 특히 이 사건의 직접적 당사자인 북한이 사이버 테러리즘을 감행하였다는 직접 증거가 국가정보기관에 의하여 밝혀짐으로써 북한에 의한 사이버 테러리즘의 가능성이 높아진 것이다. 이러한 북한의 사이버 테러리즘의 잠재력은 정확한 예측이 불가능한 상황이지만, 현재 북한의 사이버 테러리즘 관련한 부대 조직도 및 교육기관의 운영현황을 볼 때 충분히 우리나라를 위협할 만한 수준으로 평가된다. 따라서 북한의 사이버 테러리즘 수행능력 및 역량강화에 주의를 기울일 필요가 있으며 나아가 우리나라는 이에 대비하여 미래지향적인 사이버 테러리즘 대응 능력을 배양해 나가야 할 것이다. 이 연구에서는 북한의 뉴테러리즘 전략으로서 사이버 테러리즘을 선택하게 된 배경과, 그 전술양상을 시대별로 분석하였다. 또한 오늘날 북한의 대남 사이버테러리즘 위협 가능성을 평가하기 위해 북한의 사이버 테러리즘 관련 조직화 현황과 실제 공격 사례들을 분석하여 우리나라에 시사하는 바를 살펴보았다. 마지막으로 북한의 사이버 테러리즘에 관한 대응책으로서 법ㆍ제도적 측면에서 개별법의 제정과 전담부서를 설치하여 통합적인 관리시스템을 구축하는 방안을 제시하였으며, 기술적 측면에서는 우리나라만의 독자적인 운영체계를 구축하여 지속적으로 북한을 감시하고 비상사태에 대비하여 시뮬레이션을 실시할 것과 마지막으로 국제공조시스템 및 민간협조체계 구축에 대한 방안을 제시하였다.

영문 초록

Possibility that North Korea led terrorism is on the rise because North Korea was picked up on suspicion of DDos which happened targeting USA and South Korea at the same time in 2009. Probability that North Korea led that cyber terrorism became increase because the direct evidence that North Korea who was directly involved in this event was revealed by the National Intelligence Agency. We could not predict potential power of North Korea to cyber terrorism exactly but it is estimated that North Korea has enough power to threaten our country considering organization of North Korea's unit and operation of educational institutions related to cyber terrorism. So we need to pay attention to North Korea's ability to cyber terrorism and reinforcement of the capability and our country should culture future-oriented ability to cyber terrorism to prevent it. So this study analyzed the back ground why North Korea chose cyber terrorism as a strategy of new terrorism and aspect of its tactics responding to times through a theoretical approach of cyber terrorism. Also it organized what this implies to our country by analyzing present condition of systematization related to cyber terrorism of North Korea and real attack to estimate possibility of cyber terrorism of North Korea to our country. Finally it suggested the way to establish integrated managerial systems by enacting specific identification and building a task force from the law and institutional aspect as countermeasures to North Korea's cyber terrorism and we should watch North Korea consistently by establishing our own operating system from the technical aspect and do simulate to prepare state of emergency and it also suggested measures to establish international cooperation system and private cooperation system.
