경찰문화와 개인의 중화기술이 경찰청렴도에 미치는 영향관계에 관한 연구

국문 초록

국민들은 공공의 안녕과 질서유지를 담당하는 경찰에 대해서 다른 어떤 조직보다도 높은 청렴성을 요구한다. 또한 경찰 역시 청렴한 경찰의 중요성을 인식하고, 경찰청렴도를 향상시키기 위해서 다양한 노력을 전개하고 있다. 이 연구의 목적은 경찰청렴도 향상을 위한 노력의 일환으로 경찰부패의 정도와 원인을 밝혀 그 대책을 살펴보고자 하는 것이다. 이를 위해서 경찰부패에 영향을 미치는 요인 중 거시적인 측면의 경찰문화와 미시적인 측면의 개인의 중화기술에 주목하였다. 이 연구는 전국의 경찰공무원 1,023명을 대상으로 설문조사를 실시하였으며, spss18.0과 AMOS 7프로그램을 이용하여 경찰문화와 개인의 중화기술의 영향관계를 분석하였다. 연구결과, 경찰의 문화적 특성 중 비밀주의는 개인의 중화기술 중 손상의 부정과 피해자 비난 그리고 비난자 비난에 영향을 미치는 것으로 나타났으며, 손상의 부정을 강하게 할수록 부패행위를 저지름을 알 수 있었다. 따라서 경찰이 부패행위를 하지 않도록 하기 위해서는 경찰의 활동을 국민에게 투명하게 공개하려는 문화적 환경을 조성해야 할 것이다. 그리고 직접적인 손해가 없다고 하여 자신의 잘못을 회피할 할 것이 아니라 보다 객관적인 입장에서 자신의 잘못을 반성하는 태도를 유지할 필요성이 있다. 결국 이 연구에 따르면 비밀주의 경찰문화는 손상의 부정이라는 개인의 중화기술을 통하여 간접적으로 경찰부패에 영향을 미칠 수 있음을 알 수 있었으며, 중화기술은 직접적으로 경찰부패의 영향요인이 될 수 있음을 밝혔다.

영문 초록

People require for police officers to have high integrity because police officers' obligation is to maintain the safety and order of the public. Police officers also recognize the importance of police integrity and they have tried to improve the integrity of police in many ways. However, police corruption still occurs in our country. So it is needed to find the countermeasures to prevent the corruption of police officers. Therefore in this study I focused on the police culture and techniques of neutralization theory as causes of the police corruption. For this study, I surveyed about 1,023 police officers and I used programs of the spss 18.0 and AMOS 7. When it comes to the study, the secrecy, one of the police culture affected on the denial of harm and blame an accuser which are the factors of the techniques of neutralization. And the police officer who denied harm is likely to be corrupt. So if the police officers are not corrupt, police activities should be transparent to the public. And they should reflect on their conduct rather than denying the harm if they did something to be blame of. In the conclusion, this study shows that the secrecy as a police occupational culture is indirectly effect on the police corruption through the denial of harm which is one of the techniques of neutralization. So this study find that techniques of neutralization theory can explain the police corruption.
