세계화에 따른 교육정책결정의 정치

국문 초록

이 글은 세계화 현상을 맞이하면서 국제사회의 교육 아젠다가 어떻게 국가 교육 시스템에 유입되고 교육개혁에 영향을 미쳐 교육정책 결정으로 이어지는지 관심을 가진다. 따라서 본 연구는 세계적으로 촉발된 교육담론의 유입과 이를 수용한 정부 및 행위자들의 정치적 이해와 활동이 정책결정에 작용한 과정을 사례를 통해 설명하는 것을 목적으로 한다. Campbell의 정책결정 모형을 분석틀로 5.31 교육개혁안의 '사학 자율화' 구상의 결과인 자율형 사립고 정책 결정과정을 사례로서 분석하였다. 연구결과, 기본적인 힘의 작용으로서 세계화는 신자유주의, 국가경쟁력 강화논리, 국제기구의 담론 등 다양한 형태로 존재한다. 우리나라는 경제개방과 국가경쟁력 등의 압력을 받은 것과 동시에 정권지지도라는 정치적인 이유로 세계화를 공식 의제로 채택하였다. 국제기구의 정책권고는 신자유주의적 교육 아이디어들이 평준화를 둘러싼 사회적 갈등과 맞물려 교육계, 경제계에 수용되는 계기가 되었다. 두 번째 선행운동으로서 IMF 경제위기를 극복하는 과정에서 OECD, 세계은행의 보고서와 정부의 신자유주의적 대안 수용을 찾을 수 있다. 그 이후 수행된 연구들, 자립형 사립고 시범운영, 전 교육과학기술부 장관의 보고서가 있었다. 여러 선행운동이 있었으나 세 번째 정치적 활동 단계에서 여러 이해관계자들의 활동은 신자유주의적 교육모델의 도입 속도를 늦추었다. 네 번째 입법 단계에서는 중앙정부 중심의 추진과 빠르게 정책을 도입하려는 행정입법이 돋보인다. 계속되는 반대 세력의 반발로 많은 법안 개정이 있었다. 이와 같은 정책결정형태는 민선교육감의 시대를 맞이하면서 지방 선거마다 교육현장의 갈등과 혼란으로 되풀이되고 있다. 연구결과는 국제 사회와 상호작용하면서도 국가는 여러 정치 관계들을 통해 자율성을 발휘할 여지가 있으며 이를 긍정적으로 이끌 노력을 해야함을 시사한다.

영문 초록

The Policy making phenomena affected by globalization are too complex to be captured by single level experiences. Thus, this paper uses specific education policy case to clarify how globalization and neoliberal education became national agenda, and to discuss multi level links between the global and the local politics. Particularly the paper focuses on politics of policy-making process on Korea's Autonomy Private High School using Campbell's model as analytical tool. Firstly, globalization has undermined the nation in certain respects, forcing it to change. However government itself tried to get political support so it selected globalization as national agenda. Then educational reform was announced in 1995. One of the reform's objectives was increasing education quality through privatization and liberalization. Self-support Private High School was the first model meet the reform's objectives. After that, Korea experienced IMF crisis, government recept OECD and the World Bank;s report supporting neoliberal education ideas. Then there were KEDI's research, test operation of Self-support Private High School and Minister Lee Ju-ho's research as 'Antecedent movement'. In 2008, Lee Meyng-Bak Government announced 'Autonomy Private High School' and tried to unify 'Self-support Private High School' in it. After the announcement, many policy actors took political actions. In 2009 Autonomy Private High School had legal basis but social agreement. As a result, political conflicts lasted. This paper found international situation affects policy making through diverse ways. However there were more space for the nation's politics of education to condition the way global pressure is brought into education. Grounded on these findings the paper suggests some improvement points.
