국문 초록

본 연구는 지역별 사회적 기업의 출현을 설명하는 결정요인들을 분석하고 이로부터 지역 밀착형 사회적 기업 활성화 방안에 대한 시사점을 도출하는데 목적이 있다. 이런 목적으로 지역별 경제적 구조와 사회적 기업 간의 관계를 경제적 특성, 산업구조, 서비스업 구조의 3 부문으로 나누어 실증 분석하였다. 첫째, 지역별 경제적 특성과 사회적 기업 간의 관계를 실증 분석한 결과, 경제활동 인구 비중이 높고 취업자 수의 비중이 낮은 지역일수록 사업적 기업의 비중이 높게 나타났다. 둘째, 지역별 산업구조와 사회적 기업 간의 관계에 대한 실증 분석 결과, 건설업 및 서비스업의 비중이 높은 지역일수록 사회적 기업의 비중도 높은 것으로 분석되었다. 셋째, 서비스업의 구조와 사회적 기업 간의 관계에 대한 실증 분석 결과, 금융ㆍ보험업, 보건ㆍ사회복지 서비스업, 예술ㆍ스포츠ㆍ여가 관련 서비스업의 비중이 높은 지역일수록 사회적 기업의 비중도 높은 것으로 나타났다. 실증분석 결과를 토대로 지역밀착형 사회적 기업의 발굴 및 육성을 위해서는 지역사회 욕구를 반영하고 지속성을 담보할 수 있는 아이템 개발, 중앙부처별 다양한 육성 정책과의 연계를 통한 발굴 및 활성화 방안의 적극적 검토를 제언하였다.

영문 초록

This paper is to analyze the determinants of regional social enterprises and derives policy implications for vitalizing them. For this purpose, we empirically investigate the relationships between regional social enterprises and three local economic factors:economic characteristics, industrial structures, and services, respectively. The major findings are as follows. First, the higher the share of labor force in a region is, the higher the share of social enterprises is in that region. In contrast, the lower the share of labor force is, the higher the share of social enterprises is. Second, the higher the shares of construction and services are in a region, the higher the share of social enterprises is in that region. Third, the higher the shares of finance and insurance, health and social welfare, and arts, sports and leisure services are, the higher the share of social enterprises is. Bases on these results, we propose policy measures to boost localized social enterprises. Local government must develop new items that are consistent with local needs and sustainable and should link regional social enterprises closely with various development policies of central governments.
