국문 초록

이 연구는 실질적인 지방분권 실현을 위한 방안 중 하나인 국고보조금 제도의 개선방향과 향후 과제를 지방분권적 측면에서 모색하고자 하였다. 이러한 관점에서 이 연구는 국고보조금 제도에 대한 의의와 선행연구 검토, 운영현황을 분석하여 중앙 편중적인 세입구조에 따른 재정이전제도 주도의 재정분권, 중앙주도의 정책ㆍ보조율 결정으로 국고보조사업 운영의 합리성 부족, 연도별 지방재정 대비 국고보조금 비중 증가에 따른 지방재정 자율성 제약, 사회복지국고보조사업 증가로 지방자치단체 재정부담 가중, 지나친 국고보조사업유사중복 시행 및 세분화로 비효율성 초래 등을 국고보조금 개선을 위한 주요문제점으로 간주하였다. 이러한 문제점을 극복하고 국고보조금을 개선하기 위한 기본방향으로 합리적 기준을 바탕으로 한 자율과 책임에 입각한 국고보조금 제도개선으로 설정 하였으며, 이를 달성하기 위한 추진전략으로는 국고보조금 제도운영의 합리성ㆍ자치단체의 자율성 및 자기책임성 강화차원의 3가지 틀에서 단계적인 지방이양 국고보조사업 발굴 및 보조율 체계의 합리성 제고, 지방재정 자율성 제고 차원의 제도개선, 자치단체의 자기책임성 강화에 기여할 수 있는 관리기반 재설정을 3대 전략으로 선정하여 추진과제들을 모색해 보고자 하였다.

영문 초록

The purpose of this research is to improve the government subsidy system and future policy for the decentralization of power. By reviewing the significance & earlier researches and analyzing its operation, the major problems to be dealt with are considered as follows: The fiscal decentralization lead by the financial transfer system of the central governmentconcentrated tax structure, lack of rationality due to the central government-deciding subsidy policy & ratio, limited autonomy caused by the increased proportion of subsidy compared to the annual financial scale of local government, financial burden due to the growing social welfare business and the inefficiency by excessively subdivided similar or overlapping projects. The improvement alternative was established based upon the autonomy, responsibility and rational standards in order to overcome those problems and improve the government subsidy procedure and then 3 major promotion strategies were selected as the development of subsidy projects for transfer of power by steps and improvement of subsidy allocation rationality, the amelioration of system for local government fiscal autonomy and the re-establishment of management system for reinforcement of local government responsibility on the basis of strengthening the rationality of operating system, autonomy and responsibility of local government.
