국문 초록

도시경쟁력을 제고하는 핵심적 요소 중 하나는 지역의 교육경쟁력 향상이다. 서울시 자치구에서는 지역의 활력을 구동하고 소비를 촉진하여 지역의 역동성과 경제 활성화를 주도하는 젊은 세대가 자녀 교육문제로 타 자치구로 전출하는 악순환을 해소하고 우수 인재 유치를 위해 다양한 교육지원 정책과 사업을 추진하고 있다. 본 논문은 지자체의 교육여건과 수준을 향상시키기 위해 서울시 자치구에서 추진하고 있는 교육지원 정책과 사업이 실제 지역의 교육경쟁력을 향상시키는지에 대해 중랑구 사례를 중심으로 살펴보았다. 연구결과 나타난 문제점에 대해서는 정책적 시사점을 제시하였다. 문제점은 교육 투자대비 교육경쟁력 향상 정도 저조, 교육지원 가용재원의 절대 부족, 사업 및 성과 관리 체계 미흡, 교육지원 부서의 전문성 부족 및 교육기관과 협력체계 미흡 등으로 나타났고, 정책적 시사점은 지역교육 인프라 확충, 중ㆍ장기 교육지원 예산 확보, 효율적인 교육지원 예산 집행 및 성과 관리 강화, 교육지원 부서의 전문성 제고, 교육경쟁력 강화 및 교육지원의 성공적 추진을 위해 단체장의 의지가 절대적이라는 것이다.

영문 초록

One of the key factors in a strengthening of urban competitiveness is to improve the local education competitiveness. The District of Seoul is going on a variety of educational support policy and task for attracting excellent talents and solving a vicious cycle moving out to other district, because of the educational problems of childen in the younger generation that leads the dynamics and economic activation of local by driving vitality and promoting consumption of local. This study examines focusing on the Case of Jungnang-Gu that the educational support policies and tasks, which the District of Seoul is going on, can actually improve the educational competitiveness of local, to improve the educational condition and level of municipal government. The research results suggested the policy implications on the problems that appeared. The problems are the poor educational competitiveness improvement level compared to the educational support investments, the absolute lack of available resources for educational support, the lack of program and performance management, the lack of expertise of the education support department, and the lack of cooperation with the educational institutions. The policy implications are the local educational infrastructure expansion, the long-term educational support funding, the effective execution of education support budget, and strengthening the performance management, enhancing the expertise of educational support department, the head's will is absolutely necessary for the educational competitiveness strengthening and the successful implementation of education support.
