국문 초록

이 글은 피케티의 가설을 이론사적으로 조망하는데 목표를 두고 있다. 그에의하면 선진국의 소득불평등이 1914년 직전에 최고조로 올랐다가, 이후 줄어 1940년과 1980년 사이에 낮은 수준에 이르렀으나, 1980년 이후 다시 높아져 현재 1914년 이전의 수준에 육박하고 있다. 이런 변동은 자본/소득비율의 변동과 성장률을 상회하는 높은 자본수익률에서 비롯되었다. 그런데 이것은 시장의 내적인 법칙보다는 정치, 사회, 제도적인 요인들이 빚어낸 결과이며, 앞으로도 소득분배는 이런 요인들에 의해 결정될 것이다. 따라서 최근의 불평등 증가를 억제하기 위해 자본수익에 대한 누진세와 자본세를 부과할 필요가 있다. 이런 피케티의 입장은 협상이론의 성격이 강하지만, 일부 신고전학파적인 요소와 자본의 확대재생산에 대한 마르크스의 착상을 함께 지니고 있다. 그의 가설은 생산과 소유, 생산자본과 금융자본, 인구와 노동자 등을 구분하지 않아 핵심변수들인 자본/소득비율과 성장률을 규정하는데 어려움을 안고 있다. 또한 이 가설에는 소득불평등에 대한 보다 객관적인 판단기준이 보완되어야 한다.

영문 초록

This paper aims at putting Piketti’s hypotheses about income distribution in a doctrinal perspective. According to his account, inequality in income distribution reached its climax right before the First World War, and then it stayed at its bottom during the period from 1940’s through 1970’s. However, it recovered its upward course from 1980’s on and has recently almost regained the pre-1914 level. He attributed this historical trend to changes in capital/income ratio and to the persistent gap between capital return and growth rate. Moreover, he claimed that this trend is not primarily driven by endogenous forces of the market economy, but by political, social and institutional factors. On his view, a new type of tax on capital itself as well as a higher rate of progressive tax on capital return is required to redress the rising trend of inequality. His account can be characterized as a bargaining theory of income distribution, which, however, partly relies on some features of marginal productivity theory as well as on the Marxian view of self-reproduction of capital. It has difficulties in conceptualizing capital/incomer ratio and growth rate due to its lack of distinction: between production and ownership; between productive capital and financial capital; between population and employed laborers. Moreover, it is in need of more objective criteria for income inequality.
