여성 유권자의 정치 성향과 투표 행태 추이에 대한 고찰

국문 초록

이 글의 목적은 역대 대한민국 선거에서 나타난 여성 유권자의 정치 성향과 투표 행태 추이에 대한 고찰이다. 이 연구를 통해 여성의 정치 참여와 정치 세력화를 위한 정치적 함의를 도출한다. 동시에 남녀 유권자들의 정치태도 및 정치 행태에 대한 차이를 실증적 자료를 통해 체계적으로 분석함으로써 선거 연구의 지평을 넓히고자 한다. 이 글의 실증적 분석을 통해 발견된 것은 첫째, 2012년 대선에서는 2002년 대선이후 여성의 투표율이 처음으로 남성보다 앞섰다. 둘째, 2012년 대선에서 여성 유권자들의 지지가 박근혜 후보의 승리의 결정적인 요인이 됐다. 특히, 40대 여성의 전폭적인 지지가 큰 힘이 되었다. 셋째, 2002년 대선이후 선거에 관심이 있고 투표에 참여하는‘능동적 참여형’이 차지하는 비율이 여성보다 남성이 많았다. 여성의 경우, 지난 1997년 대선에서‘능동적 참여형’이 차지하는 비율이 87.2%로 최고조에 달했다가 그 이후 2002년 대선(72.5%)과 2007년 대선(65.7%)에서는 추락하는 양상을 보였다. 하지만 2012년 대선에서는 그 규모가 82.2%로 수직상승 했다. 넷째, 2007년 대선 이후 여성 진보충이 꾸준히 증가하는‘여성의 진보화’추세가 2012년 대선에서는 제동이 걸렸다. 다섯째, 정치 효능감에서는 남녀간에 통계적으로 유의미한 일관성 있는 패턴이 발견되지는 않았다. 그러나 2012년 대선에서는‘강한 효능감’을 소유하고 있는 사람은 여성보다 남성이 더 많았다. 이런 실증적 분석 결과가 던지는 함의는 정부의 역할도 중요하지만 여성 유권자들의 의식 혁명이 더 중요하다. 여성들이 사회 변화에 대한 일관된 이념 성향을 갖고, 정치와 선거에 대해 높은 관심을 가지며 자신들이 참여하면 세상을 바꿀 수 있다는 효능감을 강화시켜야 한다. 이런 젠더 의식 혁명이 여성의 대표성을 제고시키고 실직적인 양성 평등을 구축하는 지름길이다.

영문 초록

The purpose of this study is to explore the voting behavior and political orientation of female voters represented in the 2012 Korean presidential election. In addition, it draws some political implications for political participations and empowerment of women, Simultaneously, this study will expand the horizon of korean electoral studies by analyzing systematically political attitudes and behavior of male and female voters. The things that are founded throughout this empirical analysis are as follows: First, vote turnout of female, for the first time. is higher than of male since the 2002 presidential election. Second, the strong support of female voter for Park Geun Hye was the dominant factor for her victory. Especially, the overwhelming support of 40-years-old women for Park became the big power. Thirdly, the percentage of active voters who not only are concerned with election but also participate in voting is higher for men than for women. For women, 82.7% was marked in the 1997 presidential election. That was the highest level. Since then, the percentage had been declined. There were 72.5% and 65.7% respectively in the 2002 presidential election and the 2007 presidential election. However, the figure was rapidly increased in the 2012 presidential election. Fourthly, the trend in the liberalization of women in terms of ideology which had been maintained since the 2007 presidential election was suddenly collapsed in the 2102 presidential election. Fifthly, there was no statistically significant consistent pattern in political efficacy between the male and the female voter. However, the level of men’s political efficacy was more stronger than that of women in the 2012 presidential election. The most important implication for this study is that the consciousness revolution of female voters are crucial than the role of government. Women should have consistent ideological orientation and also have high concern with politics and election. In addition, they should have strong political efficacy with the conviction that the world will be changed if they actively participated in the election. This gender consciousness revolution will be a short cut for increasing the representation of women and for constructing practical gender equality.
