국문 초록

본 연구는 2010회계연도 이후 성인지예산제도의 운영현황을 살펴보고, 제도의 성과를 분석할 수 있는 분석모형을 개발하여, 모형에 따른 관련 지표 분석을 실시한 것이다. 분석결과 먼저 우리나라 성인지예산제도의 도입은 여성운동의 일환으로 도입되었지만 제도가 시행됨에 따라 관련 당사자들에게 재정제도로서 이해되고 있었다. 둘째, 법적 근거는 잘 갖추어져 있다고 평가되며, 제도 도입 초기를 제외하고는 현실적으로 국회 심의의 관심대상이 되지 못하고 있었다. 일부 여성의원들을 중심으로만 제도에 대한 지지가 형성되고 있는 것으로 나타났다. 셋째, 법정서류인 성인지예산서, 성인지결산서 작성에 대한 교육은 사업담당자 중심으로 이루어지고 있었으며, 이수 현황 또한 낮은 것으로 나타났다. 넷째, 성인지예산서 작성 대상기관 및 대상사업 수는 매해 증가하는 것으로 나타났다. 다섯째, 성인지예산작성 대상사업들의 성평등 목표를 통한 성과관리 정도는 점차 향상되고 있는 것으로 나타났으나, 일반예산 사업의 성과목표 달성도보다는 여전히 낮은 수치로 나타났다. 또한 제도의 도입 초기인 2009년과 2010년에는 예산서의 작성 여부가 여성수혜자의 비율에 영향을 주지 못하였지만, 2010년과 2011년에는 여성수혜자 비율을 높이는 것으로 나타났다. 연구의 한계를 감안하더라도 본 연구는 제도가 본격적으로 시행되면서 그 현황과 중요성, 제도 전반에 대한 성과를 측정함으로써 관련 정책개선에 근간을 제공하는 데 그 의의를 지닌다고 할 수 있다.

영문 초록

The purpose of this study is to examine the status of gender budgeting in Korea since its initial adoption in 2010 fiscal year and to develop an analytical model to assess the result. The empirical findings reveal that even though gender budgeting was introduced as part of women’s movement, it is being understood more as a regular financial policy by multiple stake-holders. Secondly, a strong legal foundation for gender budgeting is well laid out, but both gender budget statements and gender balance sheets are not paid much attention at the national assembly. Thirdly, official education and training on gender budgeting is being provided to government officers, however the participation rate is not as high as intended. Fourthly, the number and budget amount of national government ministries and projects that are included in gender budget statements keep increasing. Finally, the performance management on the projects included in gender budgeting is becoming more vigorous as the achievement of each ministry’s gender objective is closely monitored. At an earlier stage gender budget statements did not affect the ratios of women beneficiaries, but in 2010 and 2011 the ratios of women beneficiaries turn out to have increased decreasing gender gap. Considering the limitations of this study, the findings mentioned above provide the empirical foundation on which the outcome of gender budgeting can be measured and policy implications can be drawn.
