국문 초록

1997년 IMF 이후 기업들이 기존의 인력을 비정규직화 하거나 신규인력을 비정규직으로 채용하면서 비정규직의 비중이 급속히 증가하게 되어 사회문제가 되고 있다. 이와 같이 비정규직이 사회의 주요 현상으로 등장하면서 비정규직의 사회적 보호 방안과 거시적 고용안정이 중요한 정책적 쟁점이 되고 있다. 그러나 비정규직에 대한 관심과 비정규직의 노동조건 개선을 위한 노력이 필요함에도 불구하고 구체적인 방안이 미흡하여 본 연구에선 개선방안을 제시하고자 한다. 비정규직의 노동조건을 개선을 위해 첫째, 비정규직의 고용상의 안정, 둘째, 비정규직 근로자의 임금수준의 현실화, 셋째, 정규직과 비정규직의 노동조건의 균등한 대우, 넷째, 비정규직 근로자의 제도상의 허점의 보안, 다섯째, 비정규직법 시행에 관한 논의와 개선방안을 제시하고자 한다.

영문 초록

While the proportion of the contingent workers increases in labor market, the differential conditions of contingent workers are gradually increased. The working conditions, wage and fringe benefits of the contingent workers are smaller than the permanent workers within the same jobs. The method to improve discriminative treatment of the contingent worker is described. In the method, We must make efforts for the development of the individual, employment stability, wage, job satisfaction and fringe benefits. We must present clear principle about the wage distinction. They have been estranged to the name to be the contingent worker in the human society. This is undesirable in a dissolution of a hierarchy complications and society consolidation dimension. To address this situation, we suggest a tool to improve contingent worker's labor environment. We must offer a four insurances favor to workers. so, We must do the task development for the work life which contingent workers are stable. Also We must invest at the education training for the human resources. We need the support of a government dimension about social fragility hierarchy. It makes sense to provide tax benefits to company who hire employed people with conversion of contingent workers into permanent workers. We prepare the new budget and must support in the government dimension.
