국문 초록

1990년 전후로 늘기 시작한 외국인 근로자를 위해 외국인산업기술연수생제도가 마련되고 2004년부터 고용허가제까지 도입됐으나, 이는 그들을 보호하기 위한 것이라기보다 불법체류를 통제하는 수단으로 이용됐기 때문에 인권 훼손과 차별 대우가 많은 사회적 문제를 낳고 있다. 고용허가제도의 시행이 우리나라 외국인력 정책의 획기적인 전환점이 돼었고, 고용허가제도가 기업의 외국인력 활용을 합법화하는 한편, 외국인근로자의 권익신장, 인력도입과정의 공공성ㆍ투명성 강화 등을 이루는데 성과가 있었다. 그러나 외국인력 도입절차 간소화, 불법체류자 감축, 송출비리 근절 문제, 외국인근로자에 대한 착취와 인권침해 문제 등은 앞으로 개선이 필요하다. 이와 관련하여 고용지원센터, 한국산업인력공단, 외국인근로자지원센터, 민간 대행기관 등을 통한 네트워킹을 효율화해 외국인근로자 고충상담, 통역서비스 제공 등 고용 및 체류지원을 내실화할 필요가 있다. 그리고 원활한 외국인력공급을 위해 송출대상국가를 확대하고, 도입절차 간소화 및 대행료 면제 등을 통하여 인력도입에 따른 비용부담을 경감시키며, 사후관리방안을 강화하여 인력유지의 안정성을 확보하여야 한다. 아울러 독일이 경제적인 목적을 갖고 근시안적인 외국인 고용 허가제를 도입한 결과 단기적으로는 생산성 향상에 기여했지만 저성장 시대를 맞이하면서 실업률의 증가 외국인 노동자의 정주화와 가족의 유입에 따르는 또 다른 사회적인 문제점으로 나타나게 될 수 있다는 것을 인식하고 여기에 대한 사전 준비도 있어야 할 것이다.

영문 초록

The trial of the employment permission system is the turning point of my a country foreign country manpower policy. The employment permission system legalizes a foreign country manpower practical use of the company. On the other side, A foreigner labor meaning of word rights and interests extension, There is the result even though it consists a transparency consolidation. But, A foreign country manpower introduction procedure simplification, An unlawfulness sojourner reduction emitting irrationality eradication problem, The human right problem about the foreigner worker needs the improvement over there. About this, The employment support center, Korea industry manpower complex, The foreigner worker support center, A private agency, We must do the efficiency the officer through the networking. And, A foreigner worker solicitude counselling, An interpreting service supply, We need to do the employment and stay behind support. And, we enlarge the emitting object nation for smooth foreign country manpower supply, Through the introduction procedure simplification and service charge exemption, We must reduce a manpower introduction course charge burden. And, We strengthen the post management and must reserve the stability of the manpower hold. Germany introduced a foreigner employment licence system for the reason why Germany is economic. The productivity contributed at the enhance to short-term. But, The unemployment rate was an increase as the growth met the period to be slowdowned. We appear to the problem according to the inflow of a foreigner laborer of the family which is social another, And we appear to social problem according to the inflow of a foreigner laborer of the family.
