학교기본운영비 적정 배분모형 탐색을 위한 패널 분석

국문 초록

본 연구는 서울특별시교육청 공립초등학교 결산 및 일반현황의 3개년(2010∼2012년) 패널데이터를 활용하여 학교기본운영비 적정 배분 모형을 수리적으로 탐색하는데 그 일차적인 목적을 두고 있다. 구체적으로 본 연구에서는 다음과 같은 연구 문제에 답하고자 하였다. 첫째, 우리나라의 학교기본운영비 배분의 기준이 되는 요소들은 무엇인가? 둘째, 결산 및 현황에 대한 패널 분석결과, 학교기본운영비의 배분 모형은 어떻게 구성되는가? 셋째, 탐색된 학교기본운영비 배분모형은 2013년 이미 교부된 학교기본운영비 총액 수준과 비교할 때 얼마나 현실을 잘 반영하고 있는가? 연구 결과, 서울시 공립초등학교의 학교기본운영비는 학생수, 학급수, BTL 건물 면적, 학교회계 직원수, 신설 학교 여부, 연도 변수에 의해 배분됨을 확인하였다. 또한, 학교기본운영비 배분액은 자연로그로 변환된 학생수와 BTL 건물 면적(㎡)과는 부적 관계를, 학급수, 학교회계 직원수, 신설 학교 여부, 연도와는 정적 관계를 갖는다. 자연로그로 변환된 학생수가 학교기본운영비 배분액과 부적 관계를 갖는 것은 일정 수준의 학교급당 경비가 지원되고 학생수 증가에 따른 비용체감의 법칙이 적용된 결과이다. 마지막으로, 본 연구 결과 추정된 모형의 학교기본운영비 배분액은 2013년 실제배분액을 기준으로 오차범위 ±20% 수준에서 모든 공립초등학교를 포함하는 것으로 나타나 모형의 현실적 타당성이 인정된다.

영문 초록

The purpose of this study is to explore adequate allocation model of school basic funding for public elementary schools in Seoul, using 3 years' settlements of school accounts (2010∼2012). In order to accomplish the purpose of the study, the following research questions were examined: (1) what are the factors of allocating school basic funding in Korea, specifically Seoul's public elementary schools? (2) how is the allocation model of school basic funding made up in Seoul public elementary schools? (3) does the established allocation model reflect the actual distribution of school basic funding in 2013? The results of this study show that the number of students and classes, BTL building areas, school accounting staffs, newly established school, and year variable affect the level of school basic funding in Seoul public elementary schools. Next, the natural log converted number of students affects the level of school basic funding negatively, which means there exists economy of scale. BTL area is also negatively related with the school basic funding level. However, the number of classes, school accounting staffs, the newly established school, and year variable increase the level of school basic funding. Finally, the estimated allocation model covers actual level of school basic funding within ±20% error range based on the actual allocation amount data in 2013.
