사립대학의 재정요인이 학생의 중도탈락에 미치는 영향

국문 초록

이 연구는 사립대학의 중도탈락학생비율에 영향을 미치는 수입과 비용의 재정요인을 분석하는데 목적이 있다. 분석함에 있어 사립대학을 소재지, 규모, 계열 등의 특성에 따라 중도탈락학생비율에 영향을 주는 재정요인이 무엇인지를 분석하였다. 이를 위해 2008년에서 2011년까지 총 4년간 대학알리미 사이트를 통해 공시된 4년제 일반 사립대학의 자료를 활용하였으며, 축적된 자료를 학교단위의 패널데이터로 구축하여 패널자료 분석을 실시하였다. 연구결과, 사립대학의 중도탈락학생비율에는 전반적으로 재학생 1인당 산학협력ㆍ보조금수익, 학생 1인당 교육비, 재학생 1인당 장학금이 영향을 미치는 재정요인으로 나타났는데, 재학생 1인당 산학협력ㆍ보조금수익과 재학생 1인당 장학금은 중도탈락학생비율을 낮추는 재정요인으로, 학생 1인당 교육비는 사립대학 특성에 따라 중도탈락학생비율을 낮추거나 또는 높이는 재정요인으로 분석되었다. 사립대학의 특성별로는 수도권 소재 대학의 경우 학생 1인당 교육비가, 비수도권 소재 대학의 경우 재학생 1인당 산학협력ㆍ보조금수익이 중도탈락학생비율을 낮추는 재정요인으로 나타났고, 규모 및 계열에 따라서는 대형 규모 사립대학과 인문사회계 중심의 사립대학의 경우 재학생 1인당 장학금이 중도탈락학생비율을 낮추는 재정요인으로 나타났다. 또한 사립대학의 중도탈락학생비율은 수도권 소재 대학보다 비수도권 소재 대학이 높고, 규모가 작은 대학일수록 높은 것으로 나타났다. 이상의 연구결과로 사립대학의 중도탈락학생비율은 등록금 수준을 낮출 수 있는 정부나 기업체 등 외부의 재정지원과 장학금 지원으로 감소되는 것을 확인할 수 있었으며, 사립대학의 규모와 소재지가 교육성과인 중도탈락학생비율에 많은 영향을 미치는 것으로 확인되어 규모의 크기가 경쟁력으로 이어지는 경향이 대학의 성과지표인 중도탈락률에도 반영되고 있음을 알 수 있었다. 또한 인문사회계 중심의 사립대학이나 재학생 수가 15,000명 이상인 대형 규모의 사립대학의 경우 중도탈락학생비율에 영향을 미치는 재정요인이 다른 집단들과는 상이하게 나타났음을 확인하여, 대학의 특성에 맞는 재정 운영의 필요성을 제안하였다. 정부의 대학에 대한 재정지원의 방향을 장기적으로는 학생에 대한 직접 투자의 비중을 확대하는 것으로 전환해 나가는 것이 바람직하고, 국가장학금 정책에 대한 지속적인 논의도 필요하다는 것을 확인하였다.

영문 초록

This study aims to empirically analyze what the financial factors in aspect of income and cost influencing the student dropout rates of Korean private colleges. The data of 4-year general private colleges disclosed through the Website of Higher Education in Korea over the four years from 2008 through 2011 were utilized for this study, and the accumulated data were constructed into panel data with unit of college and thereby the panel data analysis was conducted. Major research findings are as follows. In general, it was found that the income of industrial-educational cooperation and subsidy per enrolled student, educational cost per student and scholarship per enrolled student are the financial factors influencing the student dropout rates of private colleges. The income of industrial-educational cooperation and subsidy per enrolled student and scholarship per enrolled student were analyzed as the financial factors decreasing the student dropout rates, and the educational cost per student by the characteristics of private colleges was analyzed as the financial factor decreasing or increasing the student dropout rates. By the characteristics of private colleges, it was found that the educational cost per student is the financial factor decreasing the student dropout rates in colleges located in capital area, and scholarship per enrolled student is the financial factor decreasing the student dropout rates in colleges of the humanities and social science departments. In addition, it was found that the student dropout rates of private colleges are higher in colleges located in non-capital area than in colleges located in capital area, and are higher in colleges of smaller scale. On the basis of the results of analysis, it is desirable to convert the directions of financial support of the government for colleges into the direct investment for students, and it is needed to constantly discuss the policies of national scholarship being currently promoted by the government. In addition, it is needed to establish and operate the financial investment plans suitable to the characteristics of colleges.
