국문 초록

이 연구는 국내 대학의 비용구조를 탐색하고, 대학 규모의 경제성과 범위의 경제성을 실증적으로 측정하여 대학구조개혁을 위한 정책적 제언을 하고자 수행되었다. 연구 목적 달성을 위해 2009~2011년 국내 4년제 일반대학 438개 자료를 통합하여 비용함수를 추정하고 이를 바탕으로 국내 대학에서 규모 및 범위의 경제 존재 여부와 적정 산출 수준을 제시하였다. 분석 결과 국ㆍ공립대학의 경우 사립대학에 비해 적정 규모보다 많은 산출이 이루어지고 있으며, 비용의 효율성을 위해서는 어느 정도 이를 조정할 필요가 있는 것으로 나타났다. 사립대학은 현재의 산출 수준에서 총 규모 및 범위의 경제가 존재하는 것으로 분석되었다. 또한 각 대학들은 대학 특성에 따라 재정적 효율성을 증진시키기 위한 자구적 노력을 기울이고, 대학의 상이한 비용 구조에 맞춘 독자적 특성화 전략을 구축할 필요가 있다. 더불어 대학 산출 과정에서 학부 교육과 대학원 교육 및 연구에 대해 공통으로 적용되는 자원 활용의 범위를 증가시킬 필요가 있다.

영문 초록

The purpose of this study was to estimate multi-product cost functions and to calculate economies of scale and scope for Korean 4-year public and private universities. Through the estimations of cost functions, this study compared financial efficiency of national, public and private universities, and estimate optimal size. Three research questions to achieve the purpose were as followings; First, are there exists any differences between Korean 4-year national, public and private universities' cost structure? Second, are there economies of scale in Korean 4-year national, public and private universities? Third, are there economies of scope in Korean 4-year national, public and private universities? To answer these questions, using a three year pooled data from 2009 to 2011 of 102 public, 336 private universities, this study adopted the quadratic fixed cost functions of these universities. The total cost used here was measured by university's current expenditure, the number of undergraduate students and graduate students, and the total amount of research inputted cost functions as output variables to measure undergraduate education, graduate education and research. Public and private universities' cost function was estimated to compare differences of cost structure and financial efficiency. Also in private universities, several cost functions estimated separately by location, and wage level of average faculty salary. The major findings of the study was as follows; First, the marginal cost of graduate education was much higher than that of undergraduate teaching. Second, the concrete marginal cost of national and public universities' differed from that of private universities. Third, there were diseconomies of scale and scope of public universities in the present output level, while private universities has economies of scale and scope. Fourth, each private university had the different cost structure. Fifth, in the detailed classification, all kind of private universities had economies of scale, while output level of presence economies of scope was differed from universities' location and level of average faculty salary.
