리투아니아 사회복지정책의 특징에 관한 연구

국문 초록

본 연구의 목적은 탈사회주의 국가들 중 하나인 리투아니아 사회복지정책의 특징을 고찰하는 것이다. 이를 위해 현지전문가 인터뷰에 기초하여 9개의 사회복지정책(연금, 건강, 질병, 실업, 산업재해, 가족정책(출산휴가, 가족수당, 아동수당), 공공부조, 주거, 돌봄)의 성격을 비스마르키언과 베버리지언 및 자유주의적 특징으로 분석하였다. 또한 자본주의로의 경제체제 전환과 서구 의회 민주주의로의 정치체제 전환 및 노동조합과 국제기구의 개입과 사회복지정책의 특징 간의 관계를 고찰하고자 하였다. 분석 결과, 리투아니아의 체제전환 방식은 경제체제 전환과정치체제 전환 모두 급진주의 방식을 취했다. 그리고 사회복지정책을 둘러싼 행위자들은 약한 노동조합과 강한 국제기구로 요약될 수 있다. 체제전환 이후에 리투아니아에서 전개된 9개의 사회정책의 특징을 종합하면 다음과 같다. 비스마르키언과 자유주의의 혼합(연금, 실업), 비스마르키언(건강, 질병, 산재, 출산휴가), 자유주의(가족수당, 아동수당, 공공부조, 주거), 베버리지언과 자유주의의 혼합(돌봄)으로 이해할 수 있다. 따라서 체제전환 이후 리투아니아의 사회복지정책의 특징은 '비스마르키언과 자유주의의 하이브리드'와 가깝다고 할 수 있다. 결국 사회주의 시대의 완전고용에 기초한 국가 사회보장의 자리를 대신하여 시장에 기초한 개인의 능력 중심의 사회보장으로 대체했다고 할 수 있다. 또한 이러한 사회복지정책의 특징은 경제체제와 정치체제의 전환방식 및 노동조합과 국제기구라는 행위자의 대응과 관계가 있다고 이해할 수 있다.

영문 초록

The purpose of this study is to explain the characteristics of social welfare policies in Lithuania, which is one of the post-socialist countries. For these research questions, according to the method of case study based on in-depth interview with local experts, this study analyzed nine social policies(pension, health, sickness, unemployment, industrial accident, family policy(maternity leave, family allowance, child allowance), public assistance, education, housing, care) as Beveridgean, Bismarckian and Liberal characteristics. And this study explained the relationship between the transformation both economy and politics and the actors both international organization and trade union. The findings of this study are as follows. First Lithuania has radicalism in transformation both economy system and politics system. Second Lithuania actors consists weak trade union and strong international organization. Third, the characteristics of social welfare policies are as follows: the mix of Bismarckian and liberal(pension, unemployment), Bismarckian(health, sickness, industrial accident, maternity leave), liberal(family allowance, child allowance, public assistance, housing), the mix of Bismarckian and Beveridgean(caring). As a result, the characteristics of social welfare policies in Lithuania is the hybrid of Bismarckian and liberal. State security policy based on full employment changed into individual responsibility based on themselves ability. And this characteristics is related with radicalism in transformation both economy system and politics system, and with actors of weak trade union and strong international organization.
