국문 초록

현대인은 항상적으로 위험에 노출되어 있다. 현대 기술문명은 편리함을 가져다주었지만 그것의 이면에는 재난에 가까운 위험이 도사리고 있다. 가스 산업은 이러한 현대문명의 이중적 모습을 잘 보여준다. 한국사회는 90년대 이후 몇 번의 대형 가스사고를 겪으면서 이러한 위험을 예방하기 위한 가스안전 조치들을 강화했다. 하지만 2000년대 들어서 안전관리와 규제가 완화되고 있다. 가스 산업 부문에서의 위험은 사라진 것이 아니라 관료적 관리체계와 효율성만을 추구하는 수량적 평가 뒤에 숨겨져 있을 뿐이다. 그럼에도 통계로 드러난 사고건수가 줄었다는 이유만으로 안전관리와 규제가 완화되고 있는 것이다. 이 글은 가스안전관리 현장 노동자들의 시각에서 이러한 규제완화 논리의 근거를 비판한다. 위험이 사고를 통해 재난으로 전화하는 것을 예방하기 위해서라도 위험이 정상적(normal) 상태에서 항상 존재할 수밖에 없다는 것을 인정해야 한다. 첨단 기술에 기초한 위험관리는 결코 완벽할 수 없으며 이에 대한 맹신은 위험을 방지하기보다 재난의 가능성을 높일 수 있다. 본 논문은 이러한 이론적 논의 위에 위험을 인식하고 예방하기 위해서는 작업현장에 항상적으로 존재할 수밖에 없는 위험에 대한 개방적 논의가 보장되어야 한다고 주장할 것이다. 즉 위험의 경험은 민주적 대화와 토론을 통해 위험과 재난방지를 위한 토대가 될 수 있다는 것이다. 이런 주장은 위험관리의 불완전성을 주장하는 정상사고론(normal accidents theory)과 현장의 실천적 지식과 신뢰구축을 강조하는 고신뢰 조직론(High reliability organizations theory)의 종합을 통해 개진될 것이다. 본문의 논의는 설문조사를 통해 확인된 현장 노동자들의 지식에 근거해서 이론적 주장을 뒷받침하고 나아가 가스안전 규제완화 조치의 근거를 비판할 것이다.

영문 초록

We are living with risks. While giving us convenient life, the modern technological civilization has accompanied risks that would be easily become disasters. After having experienced several disasters in terms of gas, Korea began to strengthen the relevant measures of gas safety to prevent such disasters. In 2000s, however, it has been reversed and the safety measures and regulation has been relaxed. This was based the data showing the rate of accident has been decreased. This paper underlines that the data can be distorted through bureaucratic and hierarchical industrial culture. In reality, the risk of disaster does not disappear but does conceal itself behind statistical assessment of it sought by bureaucratic management. This paper is an attempt to criticize this logic of deregulation from the point of view of shop-floor workers. Theoretically, it could be argued that we should accept that accident is normal conditions even in order to prevent risk from developing into disaster. Even the management of risk based on cutting-edge technology cannot be perfect, and unquestioning trust on it could be the cause of disaster rather than prevention of it. From this theoretical discussion, the paper will claim that, in order to recognize and prevent risks, there must be open discussion about always existing risks and constantly happening accidents. Namely, the experience of risks and accidents could enable us to prevent disaster through democratic dialogue and discussion This argument will be developed and supported by the synthesis of Normal Accidents Theory suggesting imperfection of risk management and High Reliability Organizations Theory emphasizing practical knowledge and building of trust at shop-floor level. The paper explores these issues from the result of the survey which questions shop-floor workers in the field of gas safety. This survey could support the theoretical argument and give the empirical ground to criticize the deregulation tendency in gas industry.
