루마니아의 공적개발원조(ODA) 현황과 특징

국문 초록

루마니아는 1989년의 민주화 혁명이후 정치 경제적으로 꾸준한 발전을 이루고 있으며 2007년의 EU 가입을 계기로 사회의 다양한 분야에서 구조적인 개선이 이루어지고 있다. ODA와 관련해서도 루마니아는 EU가입국으로써의 의무를 다하기 위해서 노력하고 있다. 다만 서유럽 국가들에 비해서 경제적으로 미개발 상태에 있는 이유로 ODA 공여 규모는 작다고 할 수 있으며 아직 기존의 목표치에 이르지 못하고 있다. 하지만 동유럽의 다른 신생 EU가입국과 비교해서는 비슷한 수준을 유지하고 있으며 2000년 새천년개발목표(MDGs), 2005년의 원조효과성에 대한 파리선언(Paris Declaration on Aid Effectiveness), 2008년의 아크라 아젠다 등에서 천명한 국제적 공적 원조의 방향과 전략 내에서 ODA 공여국으로서의 법적 기반과 전략을 지속적으로 발전시키고 있으며 매년 일정한 정도의 발전을 이루고 있다. 단 유럽경제의 위기로 그 영향이 루마니아에도 미치고 있는 상황에서 그 목표치에 도달하는 것은 쉽지 않을 것으로 보인다. 루마니아는 2007년부터 2011년까지 주변국인 세르비아, 몰도바, 그리고 흑해연안의 조지아를 우선수원국가(Priority Country)으로 지원하였다. 2012년부터 2015년까지는 새로운 계획 하에 공적원조 관계에 대한 전략적 변화가 나타나는데 우선수원국가에 이집트, 우크라이나 등 10개국을 추가하였으며 기존의 세르비아는 제외되었다. 양자간 관계에 의한 직접적 지원을 늘리기 위한 것이다. 2012년부터는 지원 분야에도 전략적 변화가 나타나는데, 거버넌스, 민주화, 경제발전, 교육과 노동, 건강, 인프라와 자연보존을 주요 지원 분야로 선정하여 집중 지원하고 있다. 또한 2012년부터 NGO들을 직접 지원하는 법적 기반을 마련함으로써 국제기구가 아니라 직접적으로 프로젝트를 지원할 수 있게 되었다. 루마니아는 ICT 분야에 강점을 가지고 있으며 체제변환과 민주화와 관련된 분야에 많은 경험을 가지고 있음으로 이 분야에서도 루마니아의 경험은 세계발전에 기여할 수 있을 것으로 사료된다.

영문 초록

After revolution in 1989, Romania has been undergone an enormous economic and political development. Upon joining as a member of EU in 2007, structural improvement has been made in all strata of society. When it comes to ODA, Romania is trying to take responsibilities as an EU member state. However compared to Western Europe countries, Romania is economically undeveloped and Romania's ODA was unsuccessful in meeting its original goals, and the size of provision in ODA is quite small. But Romania is maintaining similar level compared to newly joined members of EU. As an ODA providing country, within the strategies and the directions of international aids mentioned in Millennium Development Goals (MDGs)(2000), the Paris Declaration on Aid Effectiveness( 2005) the Accra Agenda (2008), Romania is developing legislative requirements and strategies. Every year certain amount of advancement has been made in Romania. But because of Europe`s economic crisis, Romania is also undergoing the impact of economics crisis in europe, it seems it is hard for Romania to reach to the objective. From 2007 to 2011, Romania supported some of the surrounding countries such as Serbia, Moldova, and Georgia as Priority Countries. From 2012 to 2015, there are strategic changes under the new policies of ODA, they added 10 countries including Egypt and Ukraine as Priority Country, and excluded Serbia. This strategy wass for expanding direct supports according to bilateral relations. From 2012 there are some strategic changes in the field of ODA. They appointed governance, democratization, economic development, education, labor, infrastructures, and environmental conservation as a major domains for ODA. Also, from 2012, Romania made a legislative basis for allowing direct supports to NGOs, and this has made Romania to handle development projects by itself, not just supporting the International Organizations. Romania has strong points in ICT field and lots of experiences related to the transition of politico-economical system and democratization. Also in these fields, it is considered that Romania can contribute to the global development.
