A Research on the ODA and economic growth: with European countries' data

국문 초록

세계화가 진전되고 경제가 발전함에 따라 ODA의 중요성은 더욱 부각되고 있다. 한편 금융위기와 재정위기와 같은 경제적 충격이 도래하게 되면 세계 각국은 ODA 규모를 늘리는데 주저하게 된다. 본 연구에서는 먼저 세계 각국의 ODA 상황에 대해 살펴본다. 특히 동유럽 국가들의 ODA 현황을 살펴본다. 이를 바탕으로 본 연구는 경제성장과 ODA 규모에 관해 OECD와 World Bank (WDI) 데이터를 가지고 Eviews 7.0 프로그램을 이용하여 실증분석을 한다. 실증분석 연구 결과, 동유럽 국가들의 경제성장과 ODA의 관계는 동유럽 국가들의 정치ㆍ경제적 상황을 고려하여 주로 양의 관계가 있는 것으로 나타났다. 이는 경제가 발전함에 따라 ODA 규모도 점차 증가하는 것을 확인할 수 있다. 또한 동유럽 국가들의 ODA 규모는 주변국 경제성장과 ODA 규모에 영향을 받는 것으로 나타났다. 본 연구를 통한 추가적인 시사점은 한국을 포함한 세계 각국은 자국의 경제 상황에 맞는 적절한 ODA/GNI 규모를 효율적으로 설정 및 관리해야 한다는 점이다.

영문 초록

The ODA is a fund to improve economic development and wellness for the less developing countries and developing countries. With economic difficulties by the European Debt Crisis and the Sub-prime mortgage crisis, countries over the world are hesitate to increase their amounts of the ODA. The spread of the economic crisis makes donor countries hesitate in increasing their ODA amounts. In fact, in response to the global economic crisis, massive economic stimulus packages are performed in the name of the European Economic Recovery Plan in the EU membership countries. In these circumstances, this paper investigates the relationship between the ODA and economic growth. This paper conducts three empirical tests in analyzing the relationship between the ODA and economic growth: the Regression analysis using the least squares, the Panel data analysis, and the Granger-causality analysis. Results of the three tests show like followings. First, results of the ordinary least squares show that the ODA and GDP have relationship between them in case of Bulgaria, Latvia, Lithuania, Malta, and Slovakia. And, results of the Panel data analysis show that when GDP is increased 1%, the net ODA is increased 0.73%. Finally, results of the Granger-causality analysis show that economic growth is tangled among the eastern European countries. That means that there exists a high degree of interconnectedness. South Korea needs to consider how to contribute the ODA more effectively than before. South Korea can suggest "inclusive sustainable growth" that compensates growth factors to the MDGs. Nowadays, twenty six parter countries are selected in 2010 and this reflects environment and diplomacy of 2010. Therefore, South Korea needs to double check the targeted partnership countries. South Korea needs to admit the recommendation from the DAC peer review in 2012. South Korea needs to increase the ODA/GNI ratio to 0.25% by 2015. But, to abide by this ratio, South Korea needs to prepare actions regarding economic downturn conditional on the contingency plan by scenarios.
