경찰과 민간경비의 상호협력 태도와 활동에 관한 인식 연구

국문 초록

경찰과 민간경비의 상호협력체제 개선을 위해 양자간의 상호협력 태도와 활동에 영향을 미치는 인식 요인을 세부적으로 분석하여 보았다. 첫째, 경찰과 민간경비업체의 상호협력에 대한 평가결과는 모두 상호협력의 필요성 등에 대해서는 공감하는 비율이 높지만 실제로 상호협력 활동은 그에 미치지 못하는 것으로 나타났다. 둘째, 상호협력 요인에 관한 평가결과는 민간경비업체가 경찰의 한계를 보완할 능력이 있으며 치안서비스 효과를 증대시키고, 경찰과의 공조가 중요하다는 점에 대해서 대다수의 경찰관과 민간경비원들이 높은 평가를 하고 있으며, 경찰관과 민간경비원 모두 민간경비의 역할과 공조의 의의와 중요성에 대해서는 공감하고 있다. 반면에 실제 상호협력에 직접적으로 영향을 미칠 수 있는 구체적인 사안에 대해서는 '하위조직화', '민간경비전문성', '민간경비교육훈련', '상호역할기준설정'에서 평가 점수가 낮아지거나 경찰관과 민간경비원간에 상당한 차이가 나타났다. 이는 상호협력 활동에 소극적인 태도를 갖도록 하거나 정상적인 협력활동의 수행에 좋지 않은 영향을 미친다고 할 수 있다. 마지막으로, 상호협력에 대한 회귀분석 결과에서 상호협력에 대한 태도와 활동에 영향을 미치는 결과는, 경찰관의 경우는 태도와 활동에 영향을 미치는 요인이 크게 다르게 나타나지 않는다. 즉 경찰관은 방범협조체제 구축, 공조체제유지방안 마련, 상호역할 기준 설정 등을 중요한 요인으로 여기는 것으로 나타났다. 민간경비원들은 각각의 요인들의 유의미성 여부에 다소간의 차이를 보이고 있는데, 특히 공조체제 유지방안이나 상호역할기준설정의 경우에는 상호협력 태도에는 영향을 미치지 않지만 상호협력 활동에는 유의미한 영향을 미치는 것으로 나타났다. 또한 두 집단이 상호협력 태도와 활동에 있어서 공통적으로 중요하게 여기는 것은 경찰과 민간경비의 효율적인 방범체계 구축으로 나타났는데 향후 경찰과 민간경비의 상호협력 활동의 증진을 위해서 중요한 사항이라고 볼 수 있다.

영문 초록

This paper analyzes the detailed factors of awareness that affect cooperative attitudes and activities to improve the cooperation system between the police and the private security. First, the assessment of cooperation between the police and the private security shows high rates agreeing that cooperation is necessary while actual cooperative activities do not meet such high rates. Second, the assessment of factors for cooperation reveals that the private security is capable of supplementing the limit suffered by the police. Most of the police and private security guards evaluate that policing effects can b increase and cooperation is critical. Both agree to the meaning and importance of the roles and cooperation. On the other hand, as for detailed issues that may affect cooperation directly, scores are low or there are significant differences between the two in the factors such as 'sub-grouping', 'expertise of the private security', 'education and training of the private security guards' and 'reference setup for mutual roles'. The leads to the development of less spontaneous attitudes in cooperation or negatively affects normal cooperation. Finally, the regression analysis of cooperation reveals that the factors that affect cooperative attitudes and activities do not differ significantly as for the police. The police prioritized the cooperative policing system setup, methods of maintenance of the system, and standardization of mutual roles. Private security guards differed in terms of significance of each factor. Especially, as for the methods to maintain the cooperative system or set up the standards for mutual roles, there is no impact while cooperative activities are significantly influenced. What is recognized to be important by both groups in terms of cooperative attitudes and activities is the efficient policing system arrangement. This is an important area to promote cooperative activities between the police and the private security.
