지적장애인 직업재활사의 직무역할에 대한 내러티브 탐구

국문 초록

직업재활사들은 인지적, 지적, 신체적 제약으로 인해 취업에 어려움을 겪는 장애인이 개인의 능력과 적성에 맞는 직업을 선택할 수 있는 기회를 마련하여 사회 구성원으로서의 역할을 해 나갈 수 있도록 돕는 역할을 한다. 직업재활사들은 체계적인 직업재활 과정을 통해 장애인이 적절한 직업을 확보할 수 있도록 돕는 한편 고용이 된 이후에도 이를 유지할 수 있도록 지속적인 지원을 한다. 보이지 않는 곳에서 장애인 근로 환경과 취업을 위한 역할을 수행하는 그들은 장애인 직업재활에 반드시 필요한 인력들이다. 그러나 현재 직업재활사들의 양성인원은 절대적으로 부족할뿐더러 이미 양성된 인원도 선임되지 않은 경우가 많아 이들을 위한 효율적인 제도나 프로그램은 미비한 실정이다. 이러한 상황이다 보니 현장에서 근무를 하고 있는 직업재활사들은 과도하고 비효율적인 근무 형태를 반복하고 있다. 개인이 감당해야 할 부분이 과중하다보니 효율성이 떨어지고, 문제가 발생할 경우 즉각적인 대처도 어려우며, 새로운 프로그램을 개발하는 일에도 난항을 거듭하는 실정이다. 이들에 대해 좀 더 깊이 있는 관심이 필요하며 그들의 활동을 지원하기 위한 제도와 활동의 발전방안을 모색해 보아야 한다.

영문 초록

Vocational rehabilitation counselors help the disabled, who have difficulty in getting employment due to cognitive, mental or physical limitations, to perform the role as a society member by providing them with an opportunity to choose a vocation, which meets the capability and aptitude of an individual. Vocational rehabilitation counselors help the disabled to secure a proper job by systematic vocational rehabilitation process and continue support after they are employed so that they can keep the job. Vocational rehabilitation counselors, who work for the work environment and employment of the disabled without exposure to public, are essential human resources in the vocational rehabilitation of the disabled. However, the present number of vocational rehabilitation counselors is absolutely insufficient and even the qualified vocational rehabilitation counselors are not assigned due to the absence of an efficient system or program. This situation makes the working vocational rehabilitation counselors repeat excessive and inefficient work pattern. Since the work load of an individual vocational rehabilitation counselor is excessive, the efficiency decreases, immediate response to an occurred problem becomes difficult and developing a new program is also difficult. Deeper interest is required on this matter and a plan to advance the system and activity, which support the activities of vocational rehabilitation counselors, should be sought.
