고용보험의 빈곤계층에 대한 개선방안

국문 초록

고용보험은 사회 보험 중 하나로써 실업이라는 시장실패에 있어 근로자들을 보호하는 기초적인 기능을 하는 실업급여로부터 시작하였다. 고용보험에는 실제 광범위한 사각지대가 존재하고 있다. 특히 미가입자들이 서비스 종사자와 판매종사자에 몰려있다. 또한 증가하는 여성 경제활동 인구에도 미가입자 중 여성 비중은 50%을 넘겨 여성이 미가입자로 많이 흡수됨을 확인하였다. 특히 50세 이상 여성 임금근로자와 미가입자의 산업, 직종 비교는 50세 이상 여성이 집중되는 산업과 직종의 제도적 개선이 필요함을 보여주었다. 이처럼 고용보험은 실질적으로 혜택이 더 필요한 불안정성이 큰 직종과 산업, 근로자에게 그 역할을 제대로 하지 못하고 있음을 알 수 있다. 글로벌 경제위기 등 고용안정성이 더욱 흔들리는 현대 경제에서 이러한 복지 사각지대는 취약계층을 평소의 소득도 작고, 실업급여 등 사회보험의 혜택도 받지 못하는 '이중'의 위험에 빠트릴 수 있다. 이에 대해 끊임없는 제도적 확대와 현실의 사각지대를 줄이기 위한 노력이 필요하다. 2012년부터 4인 이하 사업장에 고용ㆍ국민연금보험 일부 지원하는 사업이 시행된다. 이런 사업을 통해 사각지대 해소와 고용보험의 확충이 진작되리라 기대한다. 사회안전망으로써 고용보험이 제대로 역할을 할 수 있도록 사각지대에 대한 지속적인 관심과 노력이 필요하다. 장기적으로 취약계층에 대한 사회보험료 지원ㆍ감면과 더불어 국내의 경제구조와 노동시장 상황을 잘 반영하는 고용보험 제도의 개선이 필요하다. 또한 이런 고용보험제도의 틀 내부에서 개선과 함께 자영업자, 최초노동시장 진입자(청년층), 장기 미취업자(경력단절자)와 실업급여의 수급 조건을 충족시키지 못해 급여를 받을 수 없는 근로자들에 대해서도 고용안전망으로써 역할을 할 수 있는 제도가 필요하다.

영문 초록

Employment insurance, social insurance as one of the basic features that protect workers from unemployment benefits to a market failure in the unemployment began. Blind spot exists and has a real wide range of employment insurance. Especially over the age of 50 of the industry, women wage workers and uninsured women over the age of 50, being concentrated industries and occupations occupations comparing institutional improvement requires demonstrated. Employment insurance benefit substantially more instability occupations and industries, workers not properly play its role can be seen that this Swaying more employment stability, such as the global economic crisis in the modern economy, the welfare endangering the vulnerable, small, ordinary income and do not receive the benefits of social insurance, such as unemployment benefits, 'double' blind spots. Reduce blind spots institutional expansion and the reality of the incessant efforts are needed. Some support employment and the national pension insurance business that are carried out in workplaces with less than 5 workers from 2012. Promote this business blind spots resolved and the expansion of Employment Insurance is expected to be. As a social safety net, employment insurance can serve as a blind spot for sustained attention and effort that is needed. Social insurance support for vulnerable groups, along with the reduction of domestic economic structure and the labor market situation in the long term to reflect the improvement of the employment insurance system is needed. With improved self-employed within the framework of this Employment Insurance, the first labor market entrants (young people), the long-term unemployed (characters) career interruptions and supply can not meet the conditions of unemployment benefits, workers can not get salary for employment safety net can act as a system is needed.
