사회복지 분야 자격의 활용실태 분석과 신규자격 발굴 및 적합성 평가

국문 초록

이 연구는 최근 관심이 증대되어 가는 서비스분야 중 사회복지 분야 자격의 활용실태를 분석하고, 일자리 창출에 기여할 수 있는 신규 자격종목을 발굴하는 것을 목적으로 한다. 사회복지 서비스분야 자격의 활용성 평가 및 신규자격 도출을 위하여 학계와 산업계, 관련 협회 및 단체 등에 종사하는 전문가들을 대상으로 설문조사와 전문가회의, 면담조사 및 국내외 문헌분석 등을 실시하였다. 연구 결과, 사회복지 분야 자격 중 활용성이 높은 자격은 사회복지사 1급, 정신보건사회복지사 1·2급과 정신보건임상심리사 1·2급 등인 것으로 나타났다. 반면 사회복지사 3급은 존폐 논의가 시급한 자격으로 선정되었다. 한편 사회복지 분야에서 신설 가능한 자격종목은 모두 14종목이 선정되었는데, 학교사회복지사, 의료사회복지사, 아동·청소년사회복지사, 교정사회복지사, 가족사회복지사, 장애사회복지사, 군사회복지사 등 사회복지사 직무에서 파생된 자격들과 미술치료사, 놀이치료사, 음악치료사, 레크리에이션치료사 등 치료 관련 자격 등이 신설 적합하다는 평가를 받았다. 무엇보다 사회복지에 대한 사회적 수요가 증가하는 만큼 활용도가 낮게 평가된 자격들에 대해서는 정책적 차원에서 구체적인 원인분석과 개선방안에 대한 검토가 이루어져야 할 것이며, 국가경쟁력 향상 및 일자리 창출을 위해서 신설가능 자격으로 발굴된 자격들에 대해서는 신중한 검토와 법제도적 뒷받침이 필요할 것이다.

영문 초록

The purpose of this study is to analyze the utilization status of qualifications in Social Welfare Service Sector in Korea and to develop new qualification items that could contribute to a job creation in social welfare service sector which has recently drawn high public interests. As a result of having an analysis on utilization status of the qualifications, we were able to get the following findings. In Social Welfare Service Sector, classⅠ social welfare worker, classⅠ-Ⅱ mental health social welfare worker, classⅠ-Ⅱ mental health clinical psychologist evaluated high utilization rate. In order to identify new qualifications in social welfare service sector, we have gone through total 6 steps of development procedures. We have identified subject items of new qualification through study of documentations and expert council meetings, and conducted a survey research on experts of this area. In accordance with the procedures and standards, we have identified new qualifications social welfare service sector as follows: jobs that derived from social worker job such as school social worker, medical social worker, social worker for the children and youth, correctional social worker, family social worker, social worker for the people with disabilities, military social worker, etc. as well as qualifications related to treatments such as art therapist, play therapist, music therapist, recreational therapist and etc. Besides them, qualifications such as care manager, personal assistant for the disabled, rehabilitation aids counselor were also developed as new qualifications. As the result of the study, a policy study and review must be done to analyze the cause and improvement measures on some of qualifications which showed relatively lower utilization rates.
