평생학습의 사회경제적 효과에 대한 국제비교 분석

국문 초록

본 논문은 평생학습의 경제적 효과와 비경제적 효과를 알아보기 위하여 한국과 OECD국가와 비교 분석하였다. 분석 자료는 OECD의 교육지표와 삶의 질 지표를 사용하여 R 패키지와 그래프 분석을 실시하였다. 한국의 평생학습 참여율은 OECD국가보다 낮은 편이나 여성의 평생학습 참여율이 남성의 참여율보다 높아 OECD 평균 패턴과 비슷하나, 남녀 사이 평생학습 참여율의 차이는 OECD 평균보다 더 큰 격차를 보이고 있다. OECD국가들의 평생학습 참여와 사회적 네트워크, 삶의 만족도, 건강, 가계 수입과는 통계적으로 유의미한 결과를 보였다. 또한 사회적 네트워크와 가계 소득수준도 통계적으로 상관 관계가 있었다. 그러나 평생학습 참여와 시민참여, 평생학습 참여와 평균교육연수 및 사회적 네트워크와의 관계는 유의미하지 않았다. 평생학습의 효과가 비추어 예산을 늘리는 노력과 함께 학습 기회에서 벗어나 있는 계층을 위한 학습 보장을 위한 제도적 장치를 구비할 필요가 있다. 향후 평생학습의 효과를 측정하기 위해서 자료 축적을 위한 종단 연구가 수행될 필요가 있다.

영문 초록

As lifelong learning gains much attention, the socio-economic impact of it is becoming significant. The outcome of lifelong learning could be economic growth due to personal investment for learning, better health condition through development of medical technology, decline of criminal rate and improved quality of environment. This paper would like to analyze the socio-economic effect of lifelong learning by classifying it into personal and social perspectives and find out economic and non-economic benefits. The OECD education index and quality of life index are used as analysis materials. R package, graph and regression analysis are used for statistical examination. Korean participation rate of lifelong learning is below the rate of OECD. Also, the participation rate of women is higher than that of men's which is similar to the pattern of OECD average. The cause and effect relation between participation in lifelong learning and social network, quality of life, health and income of OECD member states was proven to be valid statistically. In addition, there wasn't the correlation with social network and household income. It is essential to put efforts to increase lifelong learning budget and organize systemic devices to ensure learning for the people not enjoying learning opportunity. Plus, the vertical research for estimating the impact of lifelong learning and accumulating materials is necessary.
