영문 초록

Voice Phishing crime emerging as the severest issue in the society since damage from this crime is incurring continually as it is becoming increasingly "intelligent."Likewise, it is not possible to root out the crime unless fundamental solution is adopted. Voice Phishing crime entails using international or Internet call to randomly call people on their mobile or regular phone, forcing them to transfer money through banks' ATM machine by using all kinds of swindles such as return, credit card payment delinquency or false kidnapping. In most cases, Chinese foreign students join in the crime due to the monetary temptation after coming into Korea. Thus, it is even more difficult to root out this crime. This criminal organization that is based in foreign countries such as China and Taiwan leverages organization contacts in Korea to pay homeless people or students, 200,000 Won on average to compensate them for opening up bank account in their name, which are used for this crime. The Financial Supervisory Service estimates that the number of false bank accounts established as such amounts to hundreds of thousands. Voice Phishing crime targets mostly laborers, small merchants, senior citizens, housewives and other ordinary people who are less exposed to the preventive measures publicized through the press and media. When they hear that they are entitled to tax return, they are tempted since it is additional income for them. Likewise, they are tempted easily and tend to suffer a loss as a result. After the damage is incurred, it is next to impossible to recuperate the money because the money is already transferred to China by the teams in charge of transporting money even when the criminal is caught after inquiring the investigation authority with an investigation after transferring money and realizing that they were embezzled. Even when the money was not withdrawn, getting the money back is very difficult due to complex procedure. Accordingly, this research presents alternative solution to prevent the damage from this type of crime since voice phishing crime tends to damage the ordinary people, confining them to financial hardship. Moreover, other purpose lies in enacting law that can help them to recover easily from the damage, enabling them to lead viable financial life.
