영문 초록

In the event that a child’s life or safety is threatened by severe abuse or neglect, removing the child from abusive parents or guardians in order to protect their welfare should be considered the highest priority. It is the duty of parents to provide the best form of protection to their child, however, if this duty is not satisfactorily fulfilled, the role of government in transferring the child to a place for alternative nurturing should be justified. In order to resolve these issues, social consensus between government and the people regarding unification of the service system in order for government to intervene in instances of abuse by family members and the service of social community care for the child should be achieved before anything else. A delivery system for the child protective service in South Korea consists of administrative system, which plans, supports, and manages the child protective service, and a system of implementation to deliver the service directly to the recipient. Providing the relationship between these two systems is well-balanced and complimentary, it would be an effective delivery system with high satisfaction from recipients. In addition to the before mentioned systems, several principles should first be met, such as professionalism by child specialists at the time of service, provision of the proper service for the appropriate level, integration between services, diversity in supplying various services simultaneously, durability, responsibility and accessibility of services.
