국문 초록

소셜미디어가 정치적으로 주목 받는 이유는 이것이 기존의 대의민주주의의 정치적 위기와 한계를 극복하고, 개별 시민이 의제설정이나 의사 결정 과정에 직접 참여하고 영향력을 행사할 수 있는 직접민주주의의 가능성을 보여주기 때문이다. 소셜미디어가 가지는 다양한 정치적 속성들-정치정보의 공유를 통한 여론의 형성, 유사한 정치적 지향성을 가진 사람들의 연계와 집합을 촉매, 그리고 다양한 수준에서의 정치적 참여를 활성화-은 정치적 영역과 시민사회의 영역에서 다양한 층위의 정치현상의 변화를 가져오고 있다. 특히 시민사회 영역에서는 첫째, 시민의 비제도적 정치참여의 다양화와 증가를 가져오고, 둘째, 시민사회의 자발적 선거캠페인 활성화를 통해 정치 참여를 적극화하며, 셋째, 20~30세대의 젊은 유권자들의 정치적 관심을 증대시키며, 넷째, 이러한 변화를 바탕으로 대의민주제와 직접참여주의를 혼합한, 새로운 형태의 혼합민주주의를 촉진시킴으로써 민주주의 패러다임에 변화를 가져오고 있다. 정치권 역시 이처럼 소셜미디어가 가져오는 긍정적 효과에 큰 관심을 보이고 있다. 이 연구는 수평적 거버넌스가 요구되는 사회에서 이를 성취하기 위해 정치권이 소셜미디어를 어떻게 활용하는지를 살펴보고자 하였다. 즉 정치권의 소셜미디어 활용이 수평적이고 유연한 네트워크형 거버넌스 형성에 적합한 형태로 진행되고 있는지를 알아보고자 하는 것이 이 연구의 목적이다. 이를 위해 4.27 재보궐 선거에서 강원도지사에 입후보한 두 후보의 트위터 활용을 분석하였다.

영문 초록

The reason as to why social media has gained much attention in politics is that it not only is able to overcome limitations and challenges facing the established representative democracy, but also that it offers individual citizens the ability to generate the content for deliberation, participate directly in the decision-making process and exercise their power of influence through direct democracy. Social media incorporates a variety of political attributes - it can shape public opinion through public ownership of political information, it acts as a catalyst for people with similar political interests to connect and meet, it activates political participation at all levels – that can bring about change in the different tiers in the political and civil society spheres. In the civil society level, particularly, social media has led to: firstly, an increase and diversification of non-institutional political participation, secondly, rejuvenation of political participation through the activation of voluntary election campaigns, thirdly, an increase in the interest in politics of voters of the ages between 20 and 30 years, fourthly, a shift in the paradigm of democracy, denoting a formation of a new form of mixed democracy between representative and direct democracy. Politicians also pay attention to these social media’s positive effects. This study aims to look over how politicians use social media to achieve their goals as horizontal and networked governance. To analyze this, two candidates’s tweet use in Kangwon do of 4.27 by-election in 2011.
