국문 초록

전통적인 테러리즘과는 달리 자생테러리즘이란 서구사회에서 태어나고 성장한 테러리스트들이 특정 테러대상에 대한 정치적ㆍ이념적ㆍ종교적 목적의 폭력행위를 일삼는 새로운 형태의 테러리즘이다. 이러한 자생테러리즘은 과거에도 발생하였지만, 최근 발생하는 자생테러리즘은 테러공격의 목적이나 방법적인 측면을 고려하면 특유의 극단적인 성향과 과정을 겪게 되는 특징을 가지고 있다. 일반적으로 자생테러리즘은 편집증적인 외국인혐오, 실패한 동화정책, 종교적 소수자 또는 미진한 사회적 기술의 결과로 설명되기도 한다. 또한 유럽을 비롯하여 자생테러리즘을 겪고 있는 전 세계 대부분의 국가에서 온라인에서 진행되는 급진주의, 이슬람 극단주의 그리고 기타 소수자의 자생테러 문제를 겪고 있다. 이러한 자생테러는 최근 들어 세계적인 경제침체와 신자유주의의 열기, 과격시위의 확산 추세를 고려해 보았을 때 미국은 물론 유럽과 중동 등 다수의 국가에서 자생테러가 발생하고 있으며, 우리나라에서도 자생적 테러리즘 발생가능성에 대한 인식의 전환이 필요할 때이다. 자생테러리스트의 공격은 그 주체도 과거와는 달리 국외에서 교육과 훈련을 받은 것이 아니라 자국 내에서 자생적으로 성장하고 급진화 과정을 겪으면서 습득하게 된다. 그리고 활동하는 영역이 추상적이고 광범위하다는 점에서 국가적 차원뿐만 아니라 지역사회수준에서 테러예방정책의 중요성도 부각되고 있다.

영문 초록

Unlike traditional terrorism, homegrown terrorism is a new form of terrorism originating from Western societies that conduct assaults on certain terrorist targets for political, ideological or religious purpose. This kind of homegrown terrorism had occurred in the past, but recent occurrences of homegrown terrorism is characterized by extremism in method of its terrorist attacks. In general, homegrown terrorism is explained as results of hysterical hatred of foreigners, failed assimilation policies, religious minorities or inadequate social measures. Also, countries with homegrown terrorism around the world, including European countries, are mostly facing online extremism in cyberspace, Islamic extremism and homegrown terrorism of other minority groups. This kind of homegrown terrorism, when considered with the recent trends of global economic downturn, thriving neo-liberalism and increasing violent protests, homegrown terrorism is occuring in many countries including the Untied States and other countries in Europe and the Middle East. This calls for a change in perception of the possibility of homegrown terrorism in South Korea. Homegrown terrorism, unlike previous forms of terrorism, does not conduct training activities in other countries, but rather grow within the country’s borders domestically and acquire terrorist attack methods in the process of becoming extremist. Also, because area of activity is abstract and wide, homegrown terrorism calls for the importance of counter-terrorism measures not only on the community level, but at the national level.
