국문 초록

본 연구에서는 최근 대두되고 있는 국내외의 위험요소를 분석하여 2018 평창 동계올림픽에서 반드시 담보되어야 할 안전 및 경비의 상세한 대책을 모색하고자 하였다. 현재 2018 동계올림픽에 대한 논의에 있어 안전과 관련된 대책은 관련 기관의 마찰, 조직위원회의 역할 부재 등으로 관련 법령의 제정 이후에도 구체적 방안이 제시되지 못하고 있다. 특히, 대회 준비 기간이 부족함에도 불구하고 정부의 예산지원 문제나 특구 선정 문제, 교통 인프라 구축 등의 문제에만 논의가 집중되고 있고, 심지어 유치 당시 제출되었던 경기장 건립 및 유치도시 문제 까지 재검토 되는 등 안전대책 문제는 논의조차 되지 못하고 있다. 그러나 최근 한반도를 둘러싼 국내외 정세는 테러리즘의 급격한 변화로 위협세력이 다각화되고 있으며, 급변하는 북한 정세와 남북관계의 경색으로 북한에 의한 잠재적 위협요인이 증가하고 있다. 뿐만 아니라 대규모의 군중이 운집할 경우 군중들로 인한 소요사태 및 질서혼란상태가 야기될 수 있으며, 대회 직․간접 시설에서 다양한 위협요인이 발생할 수 있다. 따라서 대회의 안전을 확보하기 위해 장기간에 걸쳐 철저한 대책을 수립하는 것이야말로 무엇 보다 중요한 준비과정이라 할 수 있다. 약 6년 정도의 남은 준비기간 동안 범정부적 차원에서는 조속히 안전주체를 재선정하고 안전확보 조직의 임무설정을 명확히 해야 한다. 아울러 각 분야별로도 세부적인 안전대책 매뉴얼을 마련하여 빈틈없는 안전확보 태세를 수립해야 할 것이다.

영문 초록

This Study intended to seek the safety and the security to be secured without fail and the detailed countermeasure for 2018 PyeongChang Winter Olympic Games by analyzing the factor of danger raised recently at home and abroad. The concrete proposal can not be presented since the relevant laws and regulations are established owing to the friction of government related agencies, the absence of role in the Olympic Organizing Committee, etc. in the discussion about the 2018 Winter Olympic Games at present. Particularly, the discussion is being focused on the issue for the budget support from the Government, the issue for the selection of exclusive zone and the issue for the construction of transport infrastructure, etc. only in spite of shortage in the preparation period for the competition, and even the issue for the construction of stadium and the induced city proposed at time of attracting the competition are reinvestigated, etc., even the issue for the safety countermeasure can not be discussed. However, the actual situation at home and abroad surrounding the Korean Peninsula is facing the diversification of threatening power by rapid change of terrorism, the potential factor of threat by North Korea is increasing owing to the rapid changing situation in North Korea and the tight situation in the relationship between North and South. Moreover, the disturbance and the state of disorder by the crowd may be causable in case the large scale of crowd is gathering around, the various factor of threat may occur at the direct and indirect facilities of the competition. Accordingly, it would be the important course of preparation among others to establish the thorough countermeasure over the long haul to secure the safety for the competition. The principle agent of safety should be re-selected and the establishment of mission of organizations for the security of safety shall have to be clarified at the level of Pan Government during the preparation period remaining about 6 years. The close arrangement for the security of safety shall have to be established by preparing the Manual for the detailed safety countermeasure by each sector also.
