북한의 대남테러리즘 관련기관 검토

국문 초록

북한은 2012년 4월 15일 김일성 탄생 100주년을 맞이하여, 김정은에게 조선노동당 제1비서ㆍ국방위원회 제1위원장ㆍ중앙군사위원장ㆍ정치국 상무위원ㆍ인민군 최고사령관 등의 당(黨)ㆍ정(政)ㆍ군(軍) 최고위 직책을 모두 독점케 하였다. 또한 북한 선전매체는 김정은의 현지지도(現地(指導) 행보를 여과(濾過)없이 과시하고 있는데, 이는 북한이 김일성ㆍ김정일에 이은 김정은 3대 세습체제를 공고히 하기 위한 전략으로 평가할 수 있다. 그러나 이러한 노력에도 불구하고 북한 김정은 정권의 불확실성은 해소되지 않고 있는 것이 현실이다. 이에 북한은 김정은 독재체제의 조기안착(早期安着)을 위하여 대량살상무기 개발을 가속화함과 동시에 한국의 긴장과 불안을 고조시키기 위하여 무력도발ㆍ국지전ㆍ테러리즘 등을 병행할 것으로 예측된다. 특히, 북한은 2009년 5월 국방위원회 정찰총국에 대남테러리즘 역량을 집중하였기 때문에 향후 북한의 한국을 대상으로 한 테러리즘은 가속화 될 것으로 전망된다. 이에 이 연구는 북한의 대남테러리즘 관련기관을 분석하고, 한국의 대(對)테러리즘 국가기관을 재평가함으로써, 향후 발생 가능한 북한 대남테러리즘의 대책을 논의하였다.

영문 초록

North Korea gave the monopoly of the highest rank positions in Communist Party, Administration and Military to Kim Jung-un on April 15, 2012 celebrating the 100th anniversary of Kim Il-sung’s birth such as Chosun Labor Party the First Secretary, The First Chairman of National Defense Committee, Central Military Chairperson, Politburo Ordinary Standing Member and Commander of People’s Army. Additionally, propaganda media in North Korea candidly broadcast Kim’s move in field direction, which is evaluated as a strategy to stabilize 3 generation hereditary system from Kim Il-sung, Kim Jong-il and Kim Jung-un. Regardless of these efforts, however, the uncertainty of the Kim Jung-un’s regime is not resolved. Accordingly, it is expected that North Korea will try to make armed provocations, topical wars and terrorism to increase tension and anxiety in Korea as well as accelerate the development of mass killing weapons to make Kim Jung-un’s dictatorship in place in early times. In particular, North Korea centralized its terrorism competency to South Korea to People’s Violence Division Reconnaissance Bureau in February, so it is expected that nation supported terrorism of North Korea will be accelerated from 2009 and on. Consequently, South Korea shall search for various methods to respond against nation supported terrorism of North Korea.
