기본소득의 좌우 버전과 노동운동 - 문화운동의 선순환 고리

국문 초록

19세기 사회주의, 공산주의 운동의 주요 슬로건이 되어 왔던 ‘보편적 기본소득’이라는 오랜 발상이 최근 다시 세계적으로 확산되고 있다. 위로는 금융위기가 확산되면서 아래로는 일자리가 지속적으로 감소하여 노동가능인구의 절반 이상이 불안정노동으로 시달리는 현 상태가 지속될 경우 소수가 독점한 거대한 불로/투기소득을 대중에게 보편적 기본소득으로 되돌려주는 길 외에는 사회 자체가 존속할 수 있는 뾰족한 방법이 없기 때문이다. 그런데 기본소득운동이 대중적 관심을 끌게 되자 최근에는 이를 방해하면서 취지를 왜곡시키는 우파적 기본소득 정책이 제안되면서 혼란을 야기하고 있다. 2012년 대중스타로 부상한 오사카 시장 하시모토 도루는 복지 부문의 공무원을 모두 줄여서 그 비용으로 보편적 기본소득을 지급하자고 주장하고 있다. 그에 반해, 좌파적 기본소득은 불로/투기소득 환수로 보편적 기본소득과 복지의 재원을 마련하려는 것이다. 현재의 {불로/투기소득 60%+ 노동소득 40%}의 비율로 구성된 한국의 경제시스템을 {기본소득 50%+노동소득 50%}의 비율로 구성된 탈자본주의적인 대안적 경제시스템으로 전환하자는 것이라고도 할 수 있다. 그런데 좌파적 기본소득운동은 다음의 두 가지 과정과 연결되지 않으면 우파적 버전으로 쉽게 회귀될 수밖에 없다. ① 불로/투기소득을 기본소득의 재원으로 전환하기 위해서는 광범위한 대중적 연대를 이루어 자본에 대한 강력한 정치적 통제에 성공해야 한다. ② 대중적 연대가 지속 가능하게 확장되려면 기본소득으로 늘어난 화폐와 자유시간을 일 중독과 소비 중독에서 벗어나 파편화된 감수성을 회복하고 자율적-연대적인 존재로 재탄생 할 수 있는 새로운 문화정치적인 활동에 사용해야만 한다. 따라서 ‘좌파적 기본소득’은 다음과 같은 문화정치적 연대전략을 전제하지 않으면 안 된다. ① 그 출발점(전제)은 정규직과 비정규직이 강력한 연대를 이루어내어 모두가 ‘노동할 권리’를 행사할 수 있게 하는 것이며, ② 그 도달점은 ‘시간-해방-정책’을 통해서 노동시간을 지속적으로 줄이고 자유시간을 지속적으로 늘림과 동시에 각자가 자유시간을 자율적으로 설계하여 문화적 향유를 극대화하는 것이고, ③ ‘사회적 연대’와 ‘노동할 권리’와 ‘문화적 향유권’이 서로 선순환할 수 있도록 강력한 피드백 고리를 만들어내야 한다.

영문 초록

Recently there is spreading all over the world the old idea of universal basic income which had been an important slogan of socialist and communist movements since 19th century. There is no such other special solution to hand back to all people enormous unearned/speculative incomes monopolized by a small capitalist in order to sustain social order if present situation would be continued to put more than half of labor power into precarious jobs under the pressure of rising financial crisis. However, meanwhile basic income movement begin to attract popular interest, nowadays rightist policy of basic income come on the stage to distort the original purport and disarrange the basic income movement. Hasimoto Doru, a ultra-rightist mayor of Osaka in Japan, who got popularity very rapidly in 2012, proposed to pay all people basic income by use of revenues which can be saved from abridging all public employees of department of well-fare. But, leftist basic income policy is to accommodate necessary financial funds for universal basic income & well-fare from assembling huge unearned/speculative incomes. It will be also same as to transform present Korean economy (60% of unearned/speculative incomes + 40% of earned incomes) into de-capitalistic alternative economy (50% of basic incomes + 50% of earned incomes). However, leftist basic income movement will be easy to return to rightist version without connection to following two processes: (1) transforming unearned/speculative incomes into necessary funds for basic income will need a broad popular solidarity to success in controlling capitalists politically, (2) in order to make peoples’ solidarity sustainable and extended, peoples will have to use increased money and free-time to new cultural political activities for recovering sensibility and autonomous-collective responsibility to free themselves from work-addict & consuming-addict. Therefore leftist basic income movement must presuppose following cultural-political strategy for solidarity. (1) the starting point of the movement will be strong solidarity between regular duty and irregular duty for allowing everybody , (2) the final destination of the movement is to reduce work-time and increase free-time continuously through time-liberation-policy, and for everybody to maximize cultural enjoyment by way of autonomous planning of free-time by themselves, (3) , , and must form a strong feedback loop to be a virtuous circle.
