국문 초록

북한군에서 계획하는 미래전쟁은 첨단화된 무기와 더불어 정예화 된 특수부대와의 배합전으로 진행될 것이라는 전망이다. 북한군 특수부대는 전쟁개시 전 사전에 침투하여 국가중요시설에 대한 파괴, 요인납치, 중요보급로 차단 등 특수임무를 수행할 것으로 예상하고 있다. 그러나 북한군의 특수부대는 소규모 단위 운용, 무기휴대의 제한, 재보급의 어려움을 극복해야 하는 등 작전지속능력이 떨어지는 단점이 있다. 북한군의 중요 타격목표인 국가중요시설에 대한 방호를 담당하는 특수경비원에 대한 전력과 운용에 대해서는 국가나 시설주 의 사각지점에 놓여 있는 현실이다. 따라서 대응전력으로서 활용될 수 있을지에 대한 관심과 발전방안 제시가 필요하였다. 미래전쟁 양상에 따라 북한 군 특수부대 규모와 능력에 대응할 수 있도록 특수경비원의 변화도 필요한 시점에 와있다. 민간에게 이양된 국가중요시설에 대한 방호는 민간인 신분인 특수경비원에게 부여되어 있다. 북한군 특수부대에 대응할 수 있는 전력으로 성장하기 위해서는 특수경비원 정예화가 시급한 실정이다. 이에 대한 발전방안으로 선발제도 정비, 교육훈련 강화, 직업성 보장, 법과 규제의 정비, 일사분란 한 지휘체계, 근무환경 개선 등을 통하여 정예화 된 경비인력으로 탈바꿈해야 할 것이다. 매년 증가하는 국가중요시설의 민간이양에 따라 특수경비원의 수도 늘어나고 있어 국가적 차원의 관심이 필요할 때이다.

영문 초록

It is expected that the future war planned by North Korean army will be compound battle against crack unit along with cutting-edge weapons. North Korean special force is expected to perform special duties like destruction of national key facilities, kidnapping of key figures, blocking of important supply routes by infiltrating in advance before the start of war. However, they have demerit of declining in continuing of operational power with small-size force operation, limitation in carrying weapons and difficulty in re-supply. In reality the strategy and operation of special security guards accountable for defense of national key facilities, North Korean’s main blowing target, lies in dead zone of nation or main facilities. Therefore, the interest in whether it can be utilized as responding military strength and the suggestion for the development plan were required. Now it’s time that the change of special security guards is necessary so as to counteract against North Korean forces’ size and capability upon aspect of future war. The defense of national key facilities transferred to private are granted to private special security guards. Making special security guards become the crack units is urgent for them to grow as a military strength to counteract against North Korean special force. As development plan for this, they should be changed to crack unit through arrangement of selecting system, strengthening of training, occupational ensuring, arrangement of laws and regulation, perfect chain of command and improvement of service environment. It’s time that national level of interest is required as the number of special security guards is being increased upon transfer of annually increased national key facilities to private.
