국문 초록

본 논고는 21세기 한국의 국가비전과 국가대전략 수립을 위한 이론적, 개념적 틀을 제시 한다. 21세기 한국의 국가대전략에 영향을 미치는 보편적 요인으로 근대성과 탈근대성이 혼재하는 세계질서를 변환의 질서로 규정하고 국가대전략차원에서 탈영토주권, 신중세적 질서, 네트워크 국가 개념이 갖는 전략적 의미를 살펴본다. 또한 G-2 체제라는 동북아 지역안보복 합체와 분단구조라는 외적 제약에 대한 한국의 국가대전략비전을 논의한 후, 21세기 한국 국가대전략은 기존의 반도중심적, 분단편협적인 전략에서 탈영토적, 입체적인 비전으로 패러다임의 전환이 필요함을 강조한다. 그리고 마지막으로 한민족의 안보보장, 개인의 자아실현, 민족통일을 위한 국가대전략비전으로 탈영토적 한민족 공간 확장, 글로벌 한민족 거버넌스구축, 네트워크 통일한국 건설을 중심으로 하는‘글로벌 통일한국’비전을 제시한다.

영문 초록

This paper provides a conceptual, theoretical framework to construct a grand national strategy for South Korea. It defines the contemporary world order as an order in transformation, The order takes on both modernity and post-modernity that constitutes a universality that affects the construction of a South Korea’s grand national strategy. From that perspective, this paper explores the strategic implications of such concepts as non-territorial sovereignty, neo-medievalism and networked state in making a grand national strategy. It also discusses about how South Korea’s grand national strategy should respond to the external constraints of the Northeast Asian regional security complex and the division structure on the Korean Peninsula, emphasizing that a paradigm for South Korea’s 21st century grand national strategy should shift from a peninsula-centered, division-focused vision to a globalized, multi-dimensional one. Finally, this paper proposes the vision of constructing a Networked Unified Korea that aims at securing national security, promoting individual self-actualization and unifying the two Koreas with its foci upon a spatial expansion for the Korean nation.
