국문 초록

본 연구는 북한의 국민소득과 분배의 관계를 1960∼80년대와 2000년대를 비교하여 살펴보았다. 1960∼80년대는 북한에서 사회주의적 계획 경제가 제대로 작동하던 시기였다. 그러나 이 시기에 국민소득 증가율보다 주민들에 대한 분배 증가율은 훨씬 낮은 수준에 머물러있었다. 이는 북한이 국민소득을 소비보다는 투자에 집중시켰을 뿐만 아니라, 군사비와 비생산적 체제유지에 과도하게 많은 비용을 지출하였기 때문이다. 그러나 2000년대에 들어와 북한에도 시장 경제가 확산되면서, 경제에 대한 국가의 개입능력이 크게 약화되었다. 이로 인해 국민소득 대비 주민분배 비율이 급속하게 증가하게 되었다. 이는 북한에서 국가보다 시장이 국민소득 대비 주민분배율을 더 높일 수 있다는 것을 보여주는 것이다. 이러한 시장의 활성화는 주민들 사이에 불평등을 증대시키는 문제가 있지만, 생산적인 축적을 통하여 경제 성장의 활로를 여는 동력으로 작용할 수도 있을 것이다.

영문 초록

This study compares and examines the relationship between the national income of North Korea and its distribution for the period between the 1960s∼1980s and the 2000s. Although the period between the 1960s and 1980s was when the socialist planned economy in North Korea was effectively operating as intended, the rate of increase in national income during this period was far less as compared to the rate of increase in income distribution to North Koreans. This was due to not only a concentration of national income on investment rather than spending, but also excessive expenditure on military expenses and the maintenance of a counter productive government system. However, coming into the 2000s, with the expansion of North Korea’s market economy, the government’s interventional power over its economy has been largely weakened. Due to such change, the ratio between national income and income distribution rapidly increased within that period. This represents that the market is able to further increase the ratio between national income and income distribution in North Korea rather than its government. Although the boost in market activity also acts as a cause for increase in inequality among North Koreans, it may also function as a foundation to revive the North Korean economy in the future through productive accumulation.
