국문 초록

이 글은 미국의 경제력의 약화로 인해 미국 패권의 상대적 쇠퇴 가능성이 거론되고, 중국의 비약적인 경제성장으로 중국부상론 혹은 중국위협론이 제기되고 있는 상황에서 미국 오바마 행정부의 대중국정책이 어떠한 방향으로 전개되고 있는지를 검토하고 있다. 그리고 이러한 미국의 정책에 대한 중국의 반응과 미중관계의 변화가 한반도의 안보환경에는 어떠한 영향을 미치고 있는지를 분석하고 있으며, 이러한 분석에 기초하여 새로운 변화에 대처하기 위해 우리 정부는 어떠한 정책을 추진해야 할 것인가에 대해 정책적 제언을 제시하고 있다. 한반도의 안정과 평화통일을 위해서는 한미동맹을 기반으로 하는 확고한 억지력의 향상이 필요하다. 미국과의 긴밀한 동맹관계를 굳건히 하면서도 중국과의 협력관계를 유지하는‘연미협중’의 전략을 추구하는 것이 바람직하다. 이는 미중관계가 악화될 경우에는 실현되기 어려운 전략이기는 하나, 현재 우리가 처한 상황에서는 이를 위해 세련되고 현명한 외교적 노력을 기울여야 한다. 그리고 우리 주변과의 네트워크를 다양하고 복합적으로 만드는 데 주력해야 한다. 중층적·복합적 인적 네트워크를 창출함으로써 한미동맹과 한중관계가 배타적이지 않다는 인식을 조성할 수 있을 것이다. 그리고 아세안지역포럼(ARF)과 같은 ‘동북아 다자간안보협의체’를 구축하는 데 다양한 아이디어를 개발, 제의하는 지적인 리더십을 한국 정부는 적극 발휘해나가야 한다.

영문 초록

This article reviews the U.S. Obama administration’s policy towards China which has recorded high economic growth, in the situation that some argue about the Chinese threat and argue the decline of an American hegemony due to the weak U.S. economy. This essay also analyses the Chinese response of such an American policy and what influences it gives to the security environment of the Korean peninsula. It also suggests policies for the Korean government to cope with new changes under the result of this analysis. We would still need a strong deterrent power based upon the Korea-U.S. alliance for the stability and peaceful unification of the Korean peninsula. It would be desirable to proceed with a strategy of “alliance with the U.S. and cooperation with China” which means for the Korean government to keep a strong alliance with the U.S. while cooperating with China. Even though this strategy is hard to realize when U.S.-China relations become worse, the Korean government should still make great efforts to manage this situation with sophisticated and wise diplomacy. We also should try to make complex cooperative networks with the people of the surrounding countries. A multiple, complex human network can create recognition that ROK-U.S. alliance and ROK-China cooperative relations will coexist peacefully. The Korean government should also initiate an intellectual leadership suggesting creative ideas for forming the Multilateral Security Council in Northeast Asia such as ARF(ASEAN Regional Forum).
