국문 초록

본 연구는 현재 실행되고 있는 일가정양립지원 정책의 목표가 체계성 없이 혼재되어 있고 이로 인해 정책급여의 대상선정 기준에 일관성이 결여되어 있다는 문제의식에서 출발하였다. 이에 일가정양립지원 정책에 어떠한 목표가 내재되어 있으며, 그러한 정책목표와 관련하여 정책대상선정 기준은 어떻게 설정되어 있는지를 분석하고자 하였다. 본 연구는 [남녀고용평 등 및 일가정양립지원에 관한 법률]을 근간으로 하고 여타의 주요 관련법을 고려하여 분석대상 일가정양립지원 정책을 선정하고, 정책목표와 정책대상 간 정합성을 파악하였다. 본 연구에서 고려한 일가정양립지원 정책의 주요 목표는 성별 노동불평등 완화(성평등정책적 관점), 기혼여성 경제활동참가율 및 노동생산성 증가(경제정책적 관점), 출산율 제고 및 가정생활의 질 향상(가족정책적 관점)이다. 분석결과 성평등정책적 관점에서 노동불평등 완화 목표는 실제 정책대상 선정기준을 통해서는 적극적으로 실행되고 있지 못하였다. 한편 기혼여성의 경제활동참여와 노동생산성 증진 목표는 정책실행에서 부분적으로만 고려되고 있었다. 기혼여성의 취업여부를 정책급여 대상 선정 시 고려하지 않는 정책들이 다수였으며, 특히 취업기혼여성의 많은 수를 점하는 비정규직에 대한 고려는 거의 없었다. 출산율 제고와 가정생활의 질 향상 목표는 일가정양립지원 정책에서 가장 광범위하게 설정되어 있었으나, 정책 급여의 대상이 학령 전 아동양육 가정으로 집중되는 한계가 있었다.

영문 초록

This study tries to analyze the objectives and beneficiaries of the work-family reconciliation support policies which have been considerably expanded since the late 20th century. In fact, the objectives of the work-family reconciliation support policies might be multiple and diverse, so that those objectives sometimes conflict each other in the course of implementing the policies. In the same vein, the criteria used for selecting the beneficiaries of the policy benefit might not be consistent. To review, the study limited the policies delimitated by the laws. The major objectives of the work-family reconciliation support polices, this study assumes, are increasing the gender equality in terms of the labor division, facilitating married women to enter the labor market, and increasing the birth rate. Research findings show that the objective of increasing the gender equality is not well-fitted to the criterion selecting the beneficiary. The policy benefit directly focusing on the married man supporting their caring role is very limited. The objective to facilitate married women’s breadwinning role is wide-spread but the criterion whether or not married women is working is not used comprehensively. Especially the policy benefit for the married women working irregularly is very scarce. Also the objective of increasing birth rate is strongly stressed in most policies of work-family reconciliation support services, but the benefits are confined only for the families with children under 6.
