국문 초록

본 논문의 목적은 사회적 기업의 중요한 조직적 특징으로서 그 목적 달성을 위해 기업의 정책결정과 지배구조의 특징 그리고 그 과정과 절차에 중요한 거버넌스의 특징으로 다중이해관계자(multistakeholder)의 참여와 민주적 운영원리의 필요성과 그 논거를 탐색적으로 연구하는데 두었다. 다중이해관계자의 참여와 민주적 운영원리를 특성으로 하는 사회적 기업의 거버넌스 특징은 세 가지 측면에서 장기적인 조직적, 사회적 함의를 가진다. 첫째 민주성, 자율성의 차원에서 취약계층이 기업의 근로자인 동시에 서비스의 이용자로서 직접 참여함으로써 일자리나 서비스를 제공받는 수동적인 정책수혜자로 머물지 않고 민주적으로 일하며 주인의식, 자율성과 민주성을 훈련할 수 있게 한다. 둘째, 중재성 차원에서 사회적 기업의 다중이해관계자 거버넌스는 다양한 이해관계자들 간의 긴장과 갈등을 중재함으로써 사회적 기업은 연대와 협력을 기반으로 일하는 방식을 훈련함으로써 조직 내적 차원에서 조직구성원의 신뢰와 연대, 협력을 구축할 수 있고 사회적으로도 연대와 협력을 기반으로 지역공동체 구축(community building)에 기여할 수 있다. 마지막으로 혁신성 측면의 함의로서 사회적 기업은 다양한 참여자들과 자원들의 혼합을 통해 각종 문제를 창조적이고 효율적으로 해결하는 데 기여할 수 있다. 이와 같은 다중이해관계자 중심의 사회적 기업의 거버넌스의 필요성과 그 논거를 통해 사회적 기업의 거버넌스에 대한 연구와 실천적 대안을 수립하는 것이 미래의 사회적 기업의 거버넌스 연구에 매우 중요하다.

영문 초록

This paper aims at exploring muti-stakeholder involvement as an alternative governance form of social enterprise and its important implications for achieving the unique goals of social enterprise, 'social purpose' with a financial sustainability for community development. This paper elaborates three implications as its functions and principles with adopting a multi-stakeholder involvement as a new governance form in social enterprise. The first implication is on democracy and autonomy. This will allow vulnerable people as a major stakeholder to participate in organizational decision-making through multi-stakeholder involvement structure, leading them to learn and be disciplined with democratic way of working. This will enhance organizational democracy and social democracy at both levels of organization and community. The second one is related with intermediation. The multi-stakeholder involvement can play an important role in intermediating and balancing different or even contrast interests, logics, culture and practices in the cooperation process. It helps form solidarity, social trust, and ultimately social capital through the intermediation many kinds of conflicts and tensions at the community as well as organizational levels. The third one is on innovation. The multi-stakeholder governance form will contribute to making innovations initiated by the citizen as working active co-innovators and co-producer for the problem solving. These implications suggest that a multi-stakeholder involvement as a new governance form of social enterprise be considered for a future policy direction.
