영문 초록

Dwelling is the basis for human life and regarded as human rights. If the house is bad, human beings can not live because residence is uncomfortable. Especially, the aged are physically, mentally and economically vulnerable. So it is difficult to guarantee their residence if they do not live in the house. Accordingly, it is necessary to realize their right of residence by providing them with both the comfortable residential space and the emotionally stable residential environment. But government housing policy does not meet the housing demand of all the aged but provide a particular old people with the particular housing. Most of the aged do not live in the housing proper to their old age. Accordingly, it is necessary to guarantee the dwelling for the aged by stipulating the construction of the housing for the aged in the Housing Law so the housing for the aged may be built at the time of housing construction. That is, the aged wanting to live downtown should be able to be provided with the house for the aged in the location in which they want to live. So it is necessary to guarantee them the right of residence so that they may be active in the local community with local residents as in the days of their youth and live reside in the non-hindrance house in consideration of the use of wheelchair and crutches physically proper to them. For this purpose, it is first necessary to stipulate the supply of “housing for the aged” by amending the Housing Law. Second, it is necessary to consider and enforce the incentive for housing suppliers to supply them with the housing for the aged.
