국문 초록

본 연구는 국제기구가 발표하는 정보화 지수를 분석하여 우리나라의 객관적 정보화 수준을 파악하고, 개선이 필요한 분야를 발견하여 그 제고방안을 제시하고자 하였다. 국제 정보화 지수의 분석을 통해서 우리나라의 강점으로는 ‘초고속 인터넷 가입자 수’, ‘인터넷 이용자 수’와 같은 정보화기반과 관련한 분야인 것이 다시 한번 드러났으며, 이는 실제로 국가경쟁력에 상당한 기여를 한 것으로 파악된다. 그러나 이러한 강점과 함께 시급히 개선되어야 할 취약점들로는 직접적인 정보화 부문과 관련해서는 인터넷 접속비용, 인터넷 서버수 등이 지적되었고, 일반적인 사회지표 중에서는 ‘과학 기술자의 가용도’, ‘두뇌유출’, ‘수학･과학 교육의 질’과 각종 경제관련 제도 및 법규 등이 개선되어야 할 지표로 분석되었다. 이러한 취약점들 중 인터넷 보안서버 수와 관련해서는 소프트웨어 및 콘텐츠 산업의 진흥이 선결되어야 과제임을 지적하였고, 직접적인 정보화와 일정 정도 거리가 있는 일반적인 사회지표들에 대해서는 국가차원의 적극적인 대국민･대기업 IR활동의 필요성을 제시하였다. 그러나 이러한 직접적이고 단기적인 처방 이외에도 전반적인 국가정책에 정보화 통계와 지수를 활용하기 위해서는 국가 통계관리 체계의 재점검이 필요하며, 국내 전문가들이 통계 및 지수 작성 국제기 구에 지속적으로 의견을 개진하고 공동연구에 참여하는 노력이 필요하다.

영문 초록

There is a growing need to measure the level of national informatization and the effect of informatization policies in order to develop better national informatization policies in the future. According to this need, this study aims to analyzing international Informatization Indicies to offer objective policy information. Almost all Informatization related indices indicate that Korea is well-advanced in IT infrastructure. It leads the world in the broadband internet access, with the number of Internet user ranked the third in the world. These strength in IT infrastructure significantly contributes to the enhancement of the national competitiveness. However, this study identifies some weakness in terms of IT indices such as: Internet tariff, the number of Internet secure servers. Among these weakness, the promotion of software and content industry should be advanced to increase the number of the Internet secure servers. Though, along with the above direct and immediate measures, the national statistics management system needs to be reexamined to utilize the Informatization indices effectively for policy-making. Our statistics and survey experts should continuously collaborate with the international organizations and participate in international research activities.
